Summary:
The Committee on Legislative Review met with five members present and took up two public hearings: House Bill 369 and House Bill 3465. On HB 369, Representative Simmons said the bill would let school employees join or leave teachers’ unions at any time and would prohibit school districts from automatically deducting union dues from paychecks, citing the Janus decision and arguing members should pay directly rather than through payroll deduction. Committee members questioned why the bill was needed, whether unions and school districts had been consulted, whether current law already allows opt-in/opt-out at any time, and whether the bill would affect other payroll deductions. Opposition testimony from Missouri NEA, Missouri State Teachers Association, and the Missouri AFL-CIO said the bill was unnecessary, targeted unions, could create administrative burdens, and might raise constitutional concerns; they emphasized that payroll deduction is already voluntary and that members can cancel membership at any time. No vote was taken on HB 369 during the hearing.
The committee then heard HB 3465, a severability bill sponsored by Representative Keithley. He explained that it would create a broader severability standard so that if part of a legislative act is found unconstitutional, the rest could remain in effect unless there is clear and convincing evidence the legislature would not have passed the act without the invalid provision. He said the bill is intended to give courts clearer guidance and preserve the remainder of legislation when possible. Questions from members focused on how this differs from existing severability law and whether it would improperly direct the courts; Keithley responded that it clarifies legislative intent and applies to procedural as well as substantive constitutional issues. Supporters, including Campaign Life Missouri, said the bill would apply to bills, joint resolutions, and concurrent resolutions and would give courts a clearer standard. There was no opposition testimony on HB 3465, and the hearing concluded with no further business and adjournment.

Summary:
The House convened in special session with prayer, a moment of silence for former Coral Springs Vice Mayor Nancy Mettier Bowen, the Pledge of Allegiance, and confirmation of a quorum. The clerk read the Governor’s amended special session proclamation, which added two subjects to the call: legislation protecting Floridians from artificial intelligence harms, including an AI Bill of Rights and possible public-records exemptions during early investigations, and legislation on medical freedoms similar to Senate Bill 1756. The special session was set to run from April 28 to May 1, 2026.
The chamber then seated and swore in three new members: Representatives Hillary Holley, Samantha Scott, and Emily Gregory. The House adopted motions accepting their certifications as prima facie evidence of election and declaring them duly elected and qualified members. Guests of the new members were recognized in the chamber.
Speaker Pro Tem Duggan outlined the House’s approach to the special session, saying the House had received the Governor’s proposed redistricting maps and intended to bring them to the floor for consideration the next day. He also said that, because no bills had been filed on the other topics in the call before the special session began, those issues would not be taken up. The House then adopted a motion to adjourn and reconvene on April 29, 2026, at 9:30 a.m. or upon call of the chair.

During first reading, the Judiciary, Rules and Administration Committee introduced five bills: HB 489, which would prohibit using a mask or disguise during a criminal offense and add a sentencing enhancement; HB 490, revising reckless driving provisions; HB 491, revising immunity for persons giving emergency first aid; HB 492, adding an Idaho Association of Counties representative to the Peace Officer Standards and Training Council; and HB 493, revising the penalty for soliciting commercial sexual activity. All five were referred to the Judiciary, Rules and Administration Committee for printing.
In announcements, members were reminded about parking and House fund payments, the sound system repair was thanked, and Appropriations Committee members were unanimously counted present while in session. Committee schedule notices were read for several standing committees. The House then adopted a motion to adjourn until 11:00 a.m. Monday, January 19, 2026.

Summary:
The Commerce and Tourism Committee met with all members present and took up three bills. On Senate Bill 1562, as amended by a strike-all, Senator Trumbull explained that the measure would apply only to new vehicle brands and would limit any one dealer or dealer group to no more than one-third of statewide sales after a brand reaches 1,000 vehicles in Florida, with the stated goal of promoting competition and preventing manufacturers from concentrating sales through a single dealer. The committee adopted the amendment and then reported the bill favorably. Senator Smith later asked to be recorded in the negative on this bill, and Senator Yarbrough asked to be recorded in the affirmative on SB 1562 and SB 888.
The committee then heard Senate Bill 888 by Senator Martin, which would limit professional services contracts for architects, engineers, surveyors, and landscape architects so they are liable only for their own negligence or that of those under their supervision, extend those protections from public to private contracts, void broader indemnity clauses, require a professional standard of care, and prohibit additional-insured requirements. There was no debate or opposition, and the bill was reported favorably.
Finally, Senator Garcia presented Senate Bill 1516 on caller identification information, citing the volume of robocalls and fraud losses among older adults. The bill would prohibit misleading caller ID practices, require telecommunications companies to provide accurate originating number and location information, create penalties for violations, and require STIR/SHAKEN authentication or a comparable framework. Two appearance forms were filed in support from the Elder Law Section of The Florida Bar and AARP, and Senator Smith voiced support during debate. The committee reported the bill favorably. The meeting concluded with closing remarks and adjournment.
