Summary:
The Senate convened with a quorum, prayer, pledges, and a series of guest and gallery introductions, including medical professionals, interns, students, and advocates visiting for Disability Day. The chamber then moved quickly through a long floor agenda, with leaders repeatedly noting the need to stay at desks and proceed efficiently. Several bills were taken up with floor substitutes or minor amendments, most often restore-title amendments, before advancing to final passage.
The Senate passed a number of measures addressing technology, public safety, education, health care, elections, and state agency operations. Among the most notable were SB 1521, which creates safeguards around AI social companions for minors after discussion of teen suicides linked to such products; SB 1734, which sets guardrails for AI use in schools and requires district policies by 2027; and SB 1307, which removes statutory language conflicting with religious-freedom case law and passed after debate over whether it could open the door to funding religious entities. Other bills approved included SB 372 on carrying firearms in certain state-owned lodges and cabins, SB 1232 on escalating penalties for major copper theft damage, SB 1338 making the literacy-coach program permanent and tying Strong Readers Act dollars to district access, SB 1451 on voter-registration cleanup and reporting, SB 1463 extending the polygraph examiners board sunset, SB 1558 clarifying that some OJA youth in Level E group homes may remain served until age 19, and SB 1567 clarifying APRN prescriptive-authority rules and supervision compensation.
The chamber also approved SB 1595, an anti-steering/anti-discrimination bill aimed at CDL training grants and workforce boards, and SB 1621, treating public law libraries as public entities represented by district attorneys. SB 1749, which lets the LP Gas Board create permitting and inspection rules for mobile food vendors and delegate inspections to more local permit holders, drew concern from some senators about added costs and burdens on food-truck operators but still passed. The Senate also advanced SB 1833, codifying the SNAP waiver executive order and limiting certain non-nutritive foods, with questions focused on how the restrictions would be communicated and applied. Most measures were passed by substantial margins, and several were declared emergency measures after final votes.

Summary:
The joint committees on Transportation, Labor and Technology, and later Transportation and Economic Development and Tourism, heard several bills. SB 2573 would allow administrative driver’s license revocation hearings to be held by interactive conference technology such as Zoom and permit electronic exchange of evidence. The chief adjudicator for the ADLRO supported it as a non-mandatory option that has worked well since 2021, improving attendance and saving time and money; DOT also supported it. The committees voted to pass SB 2573 with technical, non-substantive amendments.
SB 3215 would make permanent the requirement that securing mooring lines at commercial docks be performed by labor subject to collective bargaining by repealing the sunset date in existing harbor safety law. DOT did not submit testimony, and the chair noted support from longshore labor. The committees voted to pass SB 3215 unamended.
The committees also heard SB 2693, which authorizes $15 million in general obligation bonds for planning, design, and construction of a 50,000-square-foot aerospace hangar and related facilities at Hilo International Airport. A Phoenix Space executive testified in support, saying Hawaii and Hilo have geographic advantages and that the project could support aerospace investment and jobs; several other organizations and individuals submitted supportive testimony. Committee members questioned whether federal matching funds or airport capacity existed, and DOT said it had no assurance of federal participation and would need to check on capacity and potential users. The hearing then moved to SB 2698, which would create a cruise ship special fund and impose a per-passenger head fee on cruise ships docking in state commercial harbors while repealing the existing cruise ship TAT framework effective January 1, 2026. DOT supported the bill but requested amendments to clarify that the new fee is in addition to existing passenger, port entry, and dockage fees and to raise the fee from $6.50 to $10; DOT said the higher amount would better fund harbor improvements such as shore power. Norwegian Cruise Line Holdings testified in support but said the added fee would significantly increase costs, while a local ship supply business supported the cruise industry and opposed the TAT approach, saying cruise activity benefits local farmers and jobs. No final vote on SB 2698 was taken in the excerpt provided.

Summary:
The House Housing Committee heard testimony on several housing-related bills. HB 1743 would expand the owner-builder exemption by repealing a leasing restriction and requiring notice when a leased residential structure was built by an unlicensed contractor. Subcontractors Association of Hawaii and the Contractors Licensing Board opposed the bill, warning it could encourage unlicensed contracting and weaken consumer protections, while Hawaii Realtors, Housing Hawaii’s Future, Grassroot Institute of Hawaii, BIA Hawaii, and others supported it as a way to increase housing flexibility. After questions about whether licensed electrical and plumbing work would still be required, the committee voted to pass HB 1743 with amendments and a defective date.
The committee also heard and advanced HB 2122 HD1 on teacher housing, which would create a teacher housing assistance program using vouchers from the teachers housing revolving fund. Testimony included support from the Chamber of Commerce of Hawaii, Housing Hawaii’s Future, the Democratic Party of Hawaii Education Caucus, and individuals, with the Office of Collective Bargaining in opposition and the Department of Education offering comments. The bill was voted out as is. The committee then considered HB 1756 and HB 1837, both updating the individual housing account program to reflect current housing prices; supporters including Housing Hawaii’s Future and the Office of Hawaiian Affairs said the limits were outdated and needed inflation adjustments, and HB 1756 was passed with amendments while HB 1837 was deferred as nearly identical.
HB 1729 would disallow the state home mortgage interest deduction for second homes. Hawaii Realtors opposed it, while Housing Hawaii’s Future supported it as a way to prioritize first-time homebuyers and reduce competition from second-home buyers. The chair noted a possible revenue savings estimate and the committee passed the bill with amendments, with several reservations. Finally, HB 2559 would prohibit real estate brokers from marketing residential property to limited exclusive groups of buyers, which the Office of Consumer Protection said needed an enforcement clarification and the Realtors said could affect some legitimate private-listing situations. The chair proposed replacing the outright ban with a disclosure requirement for private listings, and the committee passed HB 2559 with amendments. The hearing then adjourned after the chair thanked members, staff, and the public.
