The House Transportation Committee met on Monday, April 27, and took up a series of Senate bills and resolutions, most of them memorial highway designations or prestige license plate measures. The committee first adopted amendments and reported Senate Bill 122, which directs the Department of Transportation and Development to plan, maintain, and report on bridge conditions statewide, with a focus on proactive bridge maintenance and public reporting. Members also reported favorably SCR 6 supporting an LNG facility at Port Fourchon, SCR 18 directing a study of commercial driver licensing privileges compared with neighboring states, and SB 50 naming the Bayou DeLarge Basque Bridge as the Elwood T. Brady Jr. Memorial Bridge.
The committee then approved several memorial and honorary measures, including SB 70 for Officer Mark Brock Memorial Highway, SB 96 creating a Fallen Heroes prestige license plate, SB 460 naming a highway for Hayden Lane Mangum, SB 24 designating Interstate 49 as the Senator J. Bennett Johnston Jr. Memorial Highway, SB 101 naming highways for Daniel Edward Didillo and Bill Blue Evans, SB 160 naming the Speaker Joe R. Salter Memorial Highway, SB 418 naming the Dick and Jacques Schuford Memorial Highway, SB 114 creating a prestige plate for the Foundation for Moral Law, SB 103 and SB 159 naming Franklin Parish highways, SB 412 naming a portion of Highway 13 for Roy Chaffin, SB 182 naming a highway for Mayor Billy Cobb, SB 104 naming the Ernest J. Gaines Memorial Highway, and SB 2 naming the Falcons Band Highway. Most of these items were reported favorably without objection after brief testimony from authors, family members, or supporters.
One measure drew more discussion: SB 19, which changes the name and design of the state employee retired prestige license plate and redirects proceeds to a private nonprofit associated with retired state employees. Representative Schlegelhorn objected, but after testimony that the organization is a tax-exempt nonprofit funding scholarships and that no money had previously gone to LASERS from the plate, the committee adopted a motion to report the bill favorably by a 13-1 vote. The committee also adopted amendments to HCR 69, which urges DOTD to improve Interstate 12 in Livingston Parish with attention to drainage, flood risk, and evacuation resilience, and then reported it favorably. HCR 63, creating a task force to study whether certain active-duty military personnel can operate federally owned vehicles on state highways without civilian licenses, was also reported favorably. The meeting ended after the agenda was cleared and a motion to adjourn was made.

On Calendar 141, Senator Walczyk appealed the chair’s ruling that an amendment to a public service bill was nongermane; the Senate voted 21 to overrule the chair, so the ruling stood, and the bill then passed 52-6. On Calendar 213, Senators Kavanagh and Borrello debated a food-safety bill concerning disclosure of certain food ingredients and chemicals; supporters said it would improve transparency and protect children’s health, while opponents argued federal action was already underway and a national standard would be preferable. After the bill was restored to the non-controversial calendar, it passed 56-2. The Senate then adjourned until Monday, February 9 at 3:00 p.m., with intervening days as legislative days.

The Committee on Governmental Oversight and Accountability heard three bills and reported all three favorably. First, the committee took up Senator Gates’ employee protection bill, which was amended with a delete-all to create whistleblower protections for people who file ethics complaints based on personal knowledge. Gates and the Florida Commission on Ethics said the measure would reduce retaliation against insiders who report misconduct, while the commission said it supported the proposal and expected low implementation costs. The committee adopted the amendment and then passed the bill as amended.
The committee next considered Senator McClain’s bill to reclassify certain district assistant regional counsel supervisor positions in the Florida Retirement System to the senior management class. Supporters said the change would align those positions with comparable attorneys in public defender and state attorney offices and help with recruitment and retention. A late-file technical amendment aligning class codes with statute was adopted, and the committee then reported the bill favorably.
The final bill, Senator Martin’s SB 194, would designate October 14 each year as Charlie Kirk Day of Remembrance in Florida. Martin argued the day would honor Kirk’s advocacy for free speech, civic engagement, and debate, and said it would not create a state holiday or require closures. The bill drew strong opposition from Senator Polsky and Senator Bracy Davis, who cited Kirk’s public statements on race, women, guns, and systemic discrimination and argued he was divisive and unworthy of a state honor. Supporters, including representatives from the Venezuelan American Republican Club and the Christian Family Coalition, backed the measure. After debate, the committee voted to report the bill favorably. The meeting then adjourned.

It also adopted Senate Concurrent Resolution 11, which granted permission for either house to adjourn for more than three days between February 5 and February 11, by a recorded vote of 30 ayes and 0 nays. Additional resolutions listed on the calendar were adopted without objection, and the Senate recessed until noon on Wednesday, February 5.

Supporters said the Senate amendment clarified the definition of “promote,” refined notice and timeline requirements, and aligned the bill with federal-style procedures; opponents argued it lacked due process, could chill speech, and gave the governor and cabinet unprecedented power without adequate evidentiary standards or judicial review. Members also debated a related public records bill, CS/CS/HB 1473, which would exempt certain records tied to the designation process; critics said the exemption would further reduce transparency and due process. Despite objections, the House adopted the amendments and passed HB 1471 by 80-25, while the public records measure was taken up as a technical companion to align with the newly amended bill.
