Members questioned whether the change was narrowly tailored, whether other properties could be affected, and whether ADOT and federal highway beautification rules would be satisfied. After the amendment was adopted, the committee approved SB 1232 on a 4-3 vote, with several members saying they would reserve the right to change their votes on the floor.
Finally, the committee began hearing SB 1511, which would prohibit operation of a commercial motor vehicle in Arizona unless the operator can prove lawful presence in the United States and would allow impoundment if proof is not provided. The sponsor introduced the bill with a lengthy explanation of commercial driver licensing history and concerns about non-domiciled and limited-term CDLs, contrasting them with Canadian and Mexican commercial licensing arrangements. Next, the committee considered HB 2406, which directs the Arizona Department of Veterans’ Services to study veterans’ awareness of available state, local, and federal benefits and report recommendations to improve outreach. Supporters said many veterans do not know the full range of benefits and that the study could identify gaps in awareness and help guide future outreach. Members questioned what exactly would be studied and whether a study was necessary, but several said the testimony clarified the bill’s purpose. The committee approved HB 2406 with a 5-1-1 vote.
Finally, the committee heard HB 2226, which requires courts at initial appearance to ask whether a defendant is a veteran so eligible cases can be referred to veterans programs or treatment/diversion options. Testimony in support said the inquiry would help identify veterans early and connect them to services at no cost. A member raised a Fifth Amendment concern that veteran status could be incriminating in some cases; the bill’s supporter agreed to an amendment clarifying that the answer could not be used against the defendant in later proceedings. HB 1455, which would have required the Indian Affairs Commission to review introduced legislation for tribal implications, failed 7-40 after concerns about an unfunded mandate and duplicative duties. HB 1259, which would have put North Dakota on year-round daylight saving time, was defeated 15-32 after debate over time zones, construction, recreation, and whether the issue should be left to future legislatures. HB 1555, dealing with statements of ownership for foreign organizations of concern, also failed 3-44. The Senate then moved to announcements and committee scheduling for later meetings and conference committees.

Committee members pressed officials on why the problem had taken so long to resolve, why the original system had been installed, whether the issue had been communicated regularly, and whether the state should be paying for a replacement in a relatively new facility. Officials said the original system’s components and warranties had failed, that they had tried to replace parts before moving to a full replacement, and that the system’s manufacturer and quality differed from a similar facility in Glasgow that had not had the same issues. They said the current phase one contract was about $6 million, with the remaining funds held for phase two to restore full occupancy; phase two design was nearly complete and could be bid later if funding is approved. Officials estimated phase one completion around January 2026 and full completion around March 2027, depending on funding and scheduling.
