Summary:
The committee held a public hearing on Senate Bill 1067, a Uniform Public Expression Protection Act intended to deter meritless lawsuits that chill free speech, often referred to as SLAPP suits. Senator Mike Henderson explained that the bill is based on a model from the Uniform Law Commission and would apply broadly to speech on matters of public concern, including political speech and social media, while preserving defamation and other legitimate claims. He said the bill gives defendants an immediate right to appeal anti-SLAPP rulings and requires plaintiffs to show early that their case has merit. Committee members asked about when the bill would apply, whether it would affect government-related speech, and whether expedited procedures would burden the courts; Henderson responded that it should reduce strain by allowing quicker dismissal of weak cases.
Witnesses testified in support of the bill. Doug Cruz of the Missouri Press Association said journalists and the public are frequent targets of expensive, meritless lawsuits meant to suppress reporting and speech. James Harris of the Institute for Free Speech said the bill is the companion to House Bill 2666 and noted similar versions have passed committee and the House in prior sessions with strong bipartisan support; he described the bill as allowing an earlier petition to the judge rather than waiting until the end of discovery. Michael Henderson, for the Missouri Broadcasters Association, and Susan Klein, for Missouri Right to Life, also spoke in favor. No one testified in opposition, and the chair closed the hearing and adjourned the Judiciary Committee.

Summary:
The committee first took up House Bill 622, but after the sponsor said further research raised concerns, he asked that the bill be tabled. The committee then moved in executive session and voted unanimously to find the bill inexpedient to legislate, sending it to consent. The committee also retained House Bill 349, the ophthalmologic laser bill, after members said more time was needed for the professions involved to work out training standards and provide additional information; that motion also passed unanimously.
The committee then discussed House Bill 244, a municipal building/fire code recodification measure. Members said the bill needed more review and careful scrutiny because of its length and possible unintended effects, and they voted unanimously to retain it as well. House Bill 534 was then heard; the sponsor said the bill did not do what was intended because of a misunderstanding about current processing, and the committee voted inexpedient to legislate and placed it on consent.
The committee next considered House Bill 233, with an amendment to remove a requirement affecting the New Hampshire Vaccine Association. Supporters argued the bill would reduce an unnecessary burden and improve transparency, while opponents said the committee should not single out one private 501(c)(3) organization. The amendment was adopted 8-5, and the bill as amended then passed 7-6; a minority report was requested. Finally, the committee opened House Bill 536, a proposed 1.5% cost-of-living adjustment for certain state retirees. The sponsor and supporters argued retirees had not received adequate COLAs and that the bill would help offset inflation, while the retirement system testified that the proposal would add significant costs, including an estimated $1.5 million for the state, $6.6 million for political subdivisions, and about $100.7 million in present-value unfunded liability, with the impact reflected in future employer contribution rates.

Summary:
The committee first approved the minutes from the September 11 meeting by motion and voice vote. It then received a brief update on the statewide emergency responder voice system, but no presenter was present. The chair said he expected a more substantive update in November and warned that if there is not real progress on acquiring needed private properties, the committee may consider further action, including possibly freezing funding.
The main discussion centered on the Department for Community Based Services’ child removal and reunification work and its structured decision-making tools. Commissioner Lisa Dennis and General Counsel Wesley Duke explained that the intake, safety, and risk assessment tools are being used at very high rates and that the department is still implementing and evaluating the system. Dennis said the tools are meant to inform, not replace, professional judgment; when staff disagree with a recommendation, the worker and first-line supervisor consult and decide together. Members questioned whether the system favors keeping children in the home, whether the department has studied safety outcomes for in-home cases versus removals, and whether foster home shortages affect removal decisions. Dennis said child safety remains the top priority, that the practice has not changed, and that the department would provide additional data on outcomes later. Members also asked about permanency timelines and delays in termination of parental rights cases; Dennis said federal timelines are difficult to meet because of family progress, substance use recovery, and court delays, and she confirmed foster parent shortages were not the reason for those delays.
The committee then heard a presentation from the Department of Revenue on the new My Taxes portal. Staff said the portal, launched in March, replaced DOR’s portion of the old Kentucky One Stop Business Portal and now allows businesses to file and pay multiple taxes, update account information, and receive official notices. They reported the system is available 24/7 except for scheduled maintenance every other Thursday evening, has maintained over 99% availability since launch, and now has a dedicated contact center with 50 agents plus a public help line and email. In response to questions, the department said early downtime was caused by unexpectedly high traffic, but server capacity was increased and in the last three months there had been only one day of unexpected downtime.

Summary:
The House opened with a devotional reflection on Nowruz, the Persian New Year, emphasizing renewal, spring, and the challenges facing Iranian families amid conflict. The speaker connected the holiday’s themes of hope and responsibility to Vermont and democracy, then the chamber moved to routine business, including first readings and referrals of five House bills: H.945 on hemp products, H.946 on utility advertising and costs in rental agreements, H.947 on a residential universal design building code, H.948 on membership of the Retired Employees Committee on Insurance, and H.949 on homestead and non-homestead property tax yields and technical education finance changes. Three Senate bills were also read and referred: S.189 on hospital service reductions, S.203 on penalties for repeat DUI offenses, and S.313 on transforming Vermont’s career technical education system.
The House also recognized several guests and announcements, including family members of members, airport employees, a UVM student intern, and visitors from Brazil. A House concurrent resolution, HCR 168, was read and congratulated Girl Scout Troop 60336 of Milton on earning the Bronze Award for a community garden project that improved accessibility through rain barrels and raised beds. The resolution highlighted the troop’s leadership and the role of its co-leaders, and the chamber applauded the guests in attendance.
The main floor action centered on House Bill 642, relating to youthful offender proceedings, where Representative Booton of Barre City offered an amendment to stop the scheduled expansion of Raise the Age to 20-year-olds. Supporters argued the change would preserve current treatment of 18-year-olds while preventing an automatic expansion they said could strain the system and raise public safety concerns; opponents, including the Judiciary Committee, urged waiting for required Department for Children and Families reports due in 2026 before making changes. After debate, a roll call vote was taken on the amendment, with members calling the roll as the vote proceeded.

Summary:
The committee met to consider several bills for constitutionality and proper form. Senate Bill 1018, which expressly adds Sharia law to Arizona’s definition of foreign law and bars its enforcement where it would conflict with constitutional or state/federal law, drew a Rules Attorney warning that it could raise Establishment Clause and possibly Free Exercise concerns, citing the Oklahoma Sharia-law case. Despite that caution, the committee recommended the bill by a 5-3 vote, with members on both sides explaining their votes.
The committee then considered Senate Bill 1075, which restricts conveyances of real property to hostile foreign governments or their agents and creates a state commission to review such transfers. The Rules Attorney flagged possible federal preemption and foreign affairs doctrine issues because federal law already regulates foreign-controlled land transactions tied to national security. The bill was nevertheless recommended 5-3. Senate Bill 1095, a measure on gender transition procedures for minors, was described as consistent with recent Supreme Court precedent on state bans, but the attorney flagged the provision barring medical referrals as potentially vulnerable under First Amendment speech doctrine; it was also recommended 5-3. Senate Bill 1635, dealing with alerting a person to an imminent law-enforcement arrest effort, was found generally permissible with a suggested drafting clarification, and it too passed 5-3.
At the end of the meeting, the committee took up a mass motion covering a large group of additional Senate bills and Senate Concurrent Memorials. The Rules Attorney stated that all of the measures had been reviewed and were, in the committee’s view, constitutional and in proper form. The mass motion was approved unanimously, 8-0, and the meeting adjourned.
