The Joint Higher Education Committee met for a work session on higher education accounting practices and financial transparency. OFM Deputy Director Sarah Rupp explained how state accounting rules and higher education reporting differ, including what data is captured in AFRS today and what will move into Workday, with universities generally reporting summary-level fund data, mandatory codes, and most balance sheet and income statement activity, but not transaction-level detail or vendor payment information. Representatives from the University of Washington and Washington State University described the complexity of their own accounting systems, the many entities and business lines they must track for audits and compliance, and the need to reconcile university-level accrual accounting with state reporting requirements. The committee also heard from the Education Research and Data Center on the public four-year finance dashboard created under Senate Bill 5512; ERDC said the dashboard is based on publicly available data, is best used to examine institutions individually rather than compare them directly, and will be updated with additional metrics in 2025 and 2026.
The committee then received a presentation from the Washington Student Achievement Council on the Workforce Education Investment Account (WIA). Joel Anderson reviewed WIA’s creation under House Bill 2158, its revenue sources, and its intended uses for higher education, financial aid, and workforce development. He said recent legislation significantly increased WIA revenues and that, in the 2025–27 budget, the account is being used in new ways, including to replace general fund support for University of Washington operations and to fund a larger share of the Washington College Grant and some faculty compensation costs. Anderson said roughly 98% of current WIA appropriations go to higher education, but the share used to supplant other higher education funding has grown, and he estimated about 60% to 70% of current spending still aligns with the account’s original intent. He also described a new effort to track WIA appropriations across biennia in more detail and noted the WIA Oversight Board’s role in recommending uses of the account and monitoring outcomes. No votes were taken; the committee ended by moving into executive session for staffing issues and then adjourned.

Summary:
The Student Academic Success Subcommittee met to discuss Florida’s current “sports choice” rules and high school NIL policy, then heard and passed HB 151. FHSAA officials and Sarasota County Schools staff explained eligibility rules for student-athletes, including GPA, age, semester limits, physicals, insurance, and the different participation options for traditional public, charter, home education, Florida Virtual, and private school students. Members focused on how controlled open enrollment works, whether private school students can play at public schools and vice versa, transfer timing and capacity limits, recruiting restrictions, and the role of local district policies. Sarasota officials said about 400 students in their county participate through non-traditional athletic arrangements, and FHSAA said statewide there are 5,460 non-traditional student-athlete forms on file out of roughly 280,000 student-athletes.
The committee then reviewed Florida’s high school NIL framework. FHSAA said students in grades 9-12 may enter NIL deals, with no income cap, but they are barred from agreements involving adult entertainment, alcohol, tobacco/vaping, cannabis, controlled substances, gambling, weapons, political or social activism, and NIL collectives. Students must have a written contract and cannot use school logos or uniforms without permission. FHSAA said about 25 students statewide had NIL deals so far, and Sarasota was first to file. Members raised concerns about recruiting, taxes, financial literacy, mental health, and whether students should be treated as employees, while district staff said they provide education and financial literacy resources but do not review contracts.
After the discussion, the committee took up HB 151 by Rep. Abbott. The bill allows students at FHSAA-member private schools to participate in sports at another member school when their own school does not offer that sport, and it removes the current 200-student enrollment limit. An amendment clarifying the private-school language was adopted without objection. A public witness from a small private school supported the bill, saying it would let the school join FHSAA without losing local athletic access for its students. Despite some members raising fairness and funding concerns, the bill passed on a 15-0 vote and was reported favorably.

On legislation, the Senate passed several major bills. Committee Substitute Senate Bill 27, relating to rights and support for public school educators, was debated and amended to address teacher vacancies, bilingual certification testing, paid leave options, classroom removals, and appeal rights, then passed unanimously. Senate Joint Resolution 12, proposing a constitutional amendment on parents’ right to direct a child’s education, advanced on a 22-9 vote. Committee Substitute Senate Bill 1741, aimed at preventing foreign influence and intellectual property theft at public institutions of higher education, passed unanimously. Committee Substitute Senate Bill 29, the business entities bill, also passed after debate over corporate governance and shareholder protections. Senate Bill 857, authorizing law enforcement to tow certain vehicles driven by unlicensed or uninsured drivers, passed despite some concern about towing abuses during disasters. The Senate also took up Committee Substitute Senate Bill 1536 on dementia and Alzheimer’s training for certain guardians, but the transcript ends as that bill is being laid out.
