Finally, the Senate passed Committee Substitute for Senate Bill 15, which addresses deed fraud and real property theft by tightening recording requirements for certain property documents and creating new criminal offenses for real property theft and fraud. Senator Hinojosa explained that the bill combined civil and criminal provisions, added photo ID requirements for in-person filings, and included restitution and enhanced penalties for certain victims and properties; a floor amendment made cleanup changes, removed a training mandate, and clarified that electronic and mail filings were not affected. The Senate adopted the amendment, suspended the three-day rule, and passed SB 15 unanimously, 21-0.

He said the bill does not direct curriculum or interfere with religious beliefs and that amendments may be offered later on citizenship and other issues. After member questions, the committee began invited testimony, starting with EdChoice representative Robert Inlow, who testified in support of SB 2 and cited national growth in school choice programs and studies he said show positive effects for students and public schools.

SB 2615, restricting remote work at public institutions of higher education, advanced 22-9. The Senate also began consideration of SB 3016, which would expand enforcement tools against local governments that fail to comply with state law, but the transcript cuts off before action on that bill is completed.

A Texas A&M official also noted accreditation, data-system, and other transition challenges, but said the change was manageable. Because there was no quorum, the committee could not adopt the substitute, and SB 2361 was left pending subject to the call of the chair after public testimony closed.
The committee then heard Senate Bill 530 from Senator Sparks, which would update Texas higher education law to match federal rules allowing institutions to use any nationally recognized accreditor rather than only a regional accreditor. Sparks said the bill was a cleanup measure responding to a 2019 federal rule change and prior concerns had been addressed over the interim. Testimony in support came from a Texas Public Policy Foundation fellow, who said the bill would give universities flexibility, preserve quality standards, and simplify credit transfer and costs for students. With no opposition and no questions, public testimony closed and SB 530 was left pending. The committee then recessed subject to the call of the chair.
