House Republican leaders unveiled their “North Star Comeback” budget plan, describing it as a focused effort to make Minnesota more affordable, reduce government waste, and strengthen the economy. They said the package would include a $3.8 billion tax cut proposal with one-time property tax relief, elimination of taxes on tips and overtime, childcare relief, lower car tab fees, and funding for schools through scholarship-granting organizations. They also framed the plan as a response to rising costs for groceries, housing, energy, insurance, and childcare.
A major emphasis of the rollout was government accountability, especially a strong Office of Inspector General bill and IT modernization to reduce fraud. Leaders said the OIG proposal had moved out of committee and was now in Ways and Means, with a working group continuing to reconcile House and Senate differences. On IT modernization, Chair Paul Torkelson said the plan would likely use a two-pronged approach, with about $15 million for near-term needs and a longer-term fund for ongoing technology upgrades; he said many such investments could qualify for federal matching dollars.
The leaders also highlighted Medicaid conformity, saying Minnesota should align with federal changes to avoid losing funding, and they discussed a property tax rebate proposal as a one-time $1 billion return to taxpayers to offset higher property taxes. In response to questions, they said many of the budget items were still moving through the process and some had not met finance deadlines, while others were already in bills. They repeatedly criticized House Democrats for blocking or delaying Republican proposals and said they wanted bipartisan cooperation to pass the plan this year.

The bill’s sponsor and NRA representatives argued the event brings substantial tourism and economic activity, while opponents said it would use taxpayer funds to subsidize an organization that opposes gun safety measures; the bill was left pending. Senate Bill 2004 would add the Arlington Grand Prix to the major events reimbursement program, with the committee substitute exempting it from the usual competitive site-selection requirement because of timing; testimony from the event organizers and Arlington tourism officials was supportive, and the bill was left pending. Senate Bill 2448 would create a rural workforce development grant program at the Texas Workforce Commission to support college-and-career readiness and technical assistance in rural communities; witnesses from Texas 2036, Collegiate Edgination, and a rural school district supported it, and it was left pending. Finally, Senate Bill 913 would repeal a special requirement that Alpine dedicate at least 50% of its hotel occupancy tax to advertising and promotion, and Senate Bill 1143 would require more coordination and reporting for youth workforce programs serving disconnected young Texans; both bills received supportive testimony and were left pending. At the end of the hearing, Senator Johnson moved that the committee stand in recess, subject to the call of the chair.

House File 3542 was heard in committee and moved forward with a recommendation to be re-referred to the Children, Families, Finance, and Policy Committee. The bill would change current law so that the commissioners of Human Services and Children, Youth, and Families must disclose the existence of an investigation, rather than may disclose it, with the stated goal of increasing transparency to the public and legislature.
Members and agency officials discussed concerns that mandatory disclosure could tip off subjects of investigations, especially in fraud cases, allowing them to destroy evidence, coordinate stories, or otherwise interfere. The Department of Human Services and the Inspector General said disclosure can compromise investigations and noted that providers are typically notified when payments are reduced, suspended, or withheld, though federal law can sometimes require delayed notice. Representative Pinto offered an A2 amendment to require disclosure within 30 days unless it would compromise an investigation, but it was rejected.
Representative Hudson then offered an oral amendment stating that disclosure would be required if the commissioner has taken action to reduce, suspend, or withhold payments to the subject of the investigation. The chair waived the rule to allow the oral amendment, and it was adopted. Staff clarified that the bill would only require disclosure of the existence of an investigation, not underlying details, and would not address trade secret redactions. After the amendment, the committee approved the motion to re-refer the bill.
