Finally, HB 1063 created a task force to study carbon sequestration and related ecosystem services in Florida’s natural and agricultural lands and waters; after amendments removing a fiscal component and clarifying voluntary participation and property-rights protections, it passed 15-2. The meeting adjourned after all bills were reported favorably.

HB 960, increasing the cap on certain DOT capital investment contracts, and HB 228, authorizing electronic license plates and banning plate-obscuring devices and flipping devices, were both heard and then deferred.
