The committee also reviewed other budget-neutral policy changes, including expanding permanency support services for relative foster care and tribal equivalents, strengthening tribal child welfare grants, updating TEACH scholarship rules for early childhood educators, and adjusting the Great Start Compensation Support Payment Program to create a special revenue fund and extend a 10% payment increase to tribally licensed programs and programs on tribal reservation land. Brown also described a $1.5 million annual reduction to restorative practices grants, leaving a smaller ongoing base. No votes or formal actions were taken during the hearing.

The committee then heard from Justin Domer, Deputy Secretary of Community Development at Florida Commerce, on HUD Community Development Block Grant Disaster Recovery programs. He explained that Commerce administers long-term recovery funds through its Office of Long-Term Resiliency for housing, infrastructure, and economic development, with funds used as a last resort after FEMA and insurance. Domer outlined the process for the most recent $925 million allocation covering multiple disasters, including Idalia, Debby, Helene, Milton, Broward flooding, and North Florida tornadoes, and said the state currently manages about $3.4 billion in DR funds, rising to over $4 billion with the new allocation. He highlighted completed and ongoing housing programs for Hurricane Irma, Michael, and Ian, plus workforce recovery programs and subrecipient infrastructure grants. The Education Administration Subcommittee met with a quorum and considered several education-related bills. CS/HB 1085 on local government cybersecurity was presented as a measure to codify an existing grant program that has helped secure more than 200 local governments, especially rural and fiscally constrained ones; Florida League of Cities supported it, and it passed 15-0. PCS/HB 1147 on school district unimproved real property would require districts to submit annual inventories of vacant, unimproved land to the Department of Education for transparency and planning; some members and a Monroe County school board member questioned the need for a state registry, while supporters said it would improve data and accountability. The bill passed 12-3.
The committee then considered HB 615 on individualized education plans (IEPs), which would strengthen parent notification and access to service logs, require individualized orientation for newly eligible students, and standardize district service logs. An amendment removed notification requirements when a missed service was due to student absence, and it was adopted. The bill drew emotional testimony from a student and parent describing missed accommodations, along with support from Disability Rights Florida and several members who emphasized parent partnership and accountability; one ESE teacher said the bill was a good start but more staffing and support are needed. The bill passed unanimously 15-0, and the meeting adjourned after all agenda items were completed.

The House convened with prayer, a moment of silence for Walton County Deputy Will May, the Pledge of Allegiance, and a quorum present. The Rules and Ethics Committee’s special order report for April 3, 2025 was adopted, and CS/HB 947 was recommitted to the Judiciary Committee. The chamber then moved through a series of bills, mostly reviser and technical measures, with several companion Senate bills substituted and passed: SB 36 (Florida statutes adoption act), SB 42 (general reviser’s bill), SB 40 (deleting inoperative statutory provisions), and SB 38 (renaming references from the Division of Investigative and Forensic Services to the Division of Criminal Investigations). All of those passed unanimously or near-unanimously.
The House also passed HB 513 on electronic transmittal of court orders, requiring clerks to electronically send certain petitions, notices, summonses, and orders within six hours, including Baker Act, Marchman Act, and risk protection order documents. Members discussed whether judges needed to direct transmission and whether there were fail-safes if clerks did not comply. HB 615, on electronic delivery of notices between landlords and tenants, was amended to strengthen tenant protections and passed 108-0. HB 655 establishing a regulatory framework for pet insurance, HB 299 on elevator accessibility requirements, and HB 1145 on workforce education also passed, with HB 1145 receiving 100 yeas and 4 nays. HB 649, removing the paper supervised protocol for certified registered nurse anesthetists, passed 77-30 after structured debate.
A major portion of the meeting focused on CS/HB 1205, which would significantly revise Florida’s citizen initiative process. The bill adds a $1 million bond requirement after 25% of required signatures are collected, requires petition handlers to be Florida residents and U.S. citizens, imposes background checks and training for paid circulators, shortens petition turn-in deadlines to 10 days, increases penalties, adds signature revocation notices, and creates additional criminal penalties and enforcement provisions. Supporters argued the changes were needed to address fraud and protect petition integrity; opponents said the bill would burden First Amendment activity and make citizen-led amendments much harder to qualify. Numerous amendments were offered, including proposals to remove sensitive personal information from petition forms, soften deadlines and penalties, change validation thresholds, and alter the estimating conference process; most failed, though one amendment clarifying who pays for background checks was adopted. The transcript ends during continued debate on an amendment to strike most of the bill and prohibit public funds from being used to advocate for or against constitutional amendments.

The Senate Finance Committee heard several tax and economic development bills. SB 935 would exempt counties from the motor fuels tax on fuel used exclusively in county vehicles; Sen. SB 1030 would exempt certain aircraft maintenance, repair, and overhaul parts from sales tax for general aviation; industry, airport, and local economic development witnesses said it would keep high-wage aviation work in Texas and improve competitiveness with neighboring states, and the bill was reported favorably. SB 214 would create a temporary sales tax holiday for qualifying residential HVAC systems; it was laid out and left pending. SB 1901 would make administrative and ethics changes to the Opioid Abatement Fund Council, including staggered terms, conflict rules, and fund reallocation procedures; it was reported favorably. SB 266 would repeal the Texas Research Incentive Program and use the appropriation to address the existing backlog of unmatched donations; the chair and Sen. Paxton said the state should honor past commitments, and the committee substitute was adopted and the bill was reported favorably. The committee then recessed subject to the call of the chair.

Section 3, covering fire companies and public service ambulance companies, was approved with increases across apparatus, ambulance, rescue truck, aerial truck, rescue boat, substation, and insurance rebate equalization funding. Section 4, for veterans organizations and youth programs such as Boys State, Girls State, and Trooper Youth Week, was also adopted. The committee then approved the epilogue sections, which included eligibility, audit, payment, and reporting rules; special provisions for the Wilmington Senior Center contingency; conditions tied to several one-time appropriations; withholding funding from Merri-Dell Volunteer Fire Company pending a corrective report; and reprogramming $1,485,000 from a prior SMART food program appropriation toward SNAP/WIC-related food access initiatives. The meeting ended with remarks thanking staff and noting that it was likely the last JFC meeting for two members, followed by adjournment.
