The Joint Committee on Transportation held a hybrid hearing on 46 bills covering bicycle and pedestrian safety, autonomous and specialty vehicles, street design, and related transportation issues. A major portion of testimony focused on autonomous vehicles. Labor representatives from the AFL-CIO, Teamsters, Machinists, and app-based driver organizations opposed bills that would authorize fully autonomous vehicles, arguing they could displace workers, weaken bargaining power, increase congestion, and create safety and data-privacy risks. Waymo and Chamber of Progress supported legislation creating a framework for autonomous vehicles, saying the technology has strong safety results and could improve mobility and economic opportunity, but they opposed provisions requiring a human operator in the vehicle. Transportation and environmental advocates urged stronger oversight, local control, crash-data reporting, and privacy protections before deployment.
Several bills on pedestrian and bicycle safety drew support from advocates and affected residents. Testimony backed measures to improve crosswalk timing for slower pedestrians, raise penalties for crosswalk violations, expand truck sideguard and safety-device requirements, and improve roadway marking reflectivity. AARP, MassBike, and other advocates emphasized the need to protect older adults, cyclists, and other vulnerable road users, while some speakers opposed bills expanding e-bike access to sidewalks and natural-surface trails, citing safety concerns. The committee also heard strong support for the Blue Envelope program for drivers with autism and developmental disabilities, with testimony from the Arc of Massachusetts, the Developmental Disabilities Council, families, and individuals describing how the program can reduce misunderstandings during traffic stops and crashes.

SB 1014 on municipal utility service outside city limits passed 37-0, prohibiting cities from denying water or wastewater service solely because an owner refuses annexation, subject to service and funding conditions.
The Senate also passed SB 428 on the swimming lesson voucher program by 36-0 after amendments expanding eligibility to ages 1 through 7 and adding postpartum drowning-prevention education and safe bathing guidance. SB 540 on the Office of Financial Regulation passed 36-0, creating cybersecurity program and oversight requirements for certain financial licensees and clarifying anti-money-laundering enforcement. SB 1440 on public records passed 35-1 after technical amendments, extending cybersecurity-related public records exemptions and reporting provisions. SB 1594 on veteran benefit payments to minor clients passed 36-0, directing benefits received on behalf of foster youth toward post-secondary education or aftercare rather than agency reimbursement.
At the end of the session, the Rules Chair moved to waive rules so all bills passed that day would be immediately certified to the House and the postponed bills would remain on the special order calendar; both motions were adopted. The Senate then adjourned until the next morning for committee meetings and other business.

The Appropriations Committee on Criminal and Civil Justice met and reported several bills favorably. An amendment making the database subject to legislative appropriation was adopted, and the bill was reported favorably. SB 1734, by Senator Martin, would recognize juvenile probation and detention officers as officers under state law, extend training and certification standards, and provide officer-level benefits and protections; it passed without opposition.\n\nFinally, the committee took up SB 820, by Senator Bradley, on problem-solving court reports. A strike-all amendment expanded annual reporting requirements for specialty courts, set a January 31 reporting deadline, and phased in the new data collection. After support from the State Courts Administrator and others, the amendment and the bill as amended were adopted and reported favorably. The committee then adjourned.
