The Committee on Ways and Means met for decision-making only and adopted recommendations on a long list of Senate bills, with no oral testimony taken. A substantial portion of the meeting focused on SB 2211, where Department of Human Services officials explained how the department was covering costs by using restricted funds and shifting Med-QUEST funding, and noted a need for $14 million plus support for $16.5 million in ACA enhanced tax credit subsidies. The chair indicated the bill would move forward with amendments, including blanking the appropriation pending more information on lapses, and the recommendation was adopted. SB 2544 was also amended to remove a specific appropriation and replace it with a blank cap on funds from DUR, and SB 2342 was amended to require projects to be in transit-oriented development zones and to reflect prior committee concurrence.
The most extended debate was on SB 3326, which would address utility restructuring. One senator opposed the bill, arguing it could raise rates, worsen reliability issues, and disrupt an existing utility without a clear plan, especially given island-specific conditions. Supporters argued the bill would separate generation from transmission and distribution, create competition, protect union jobs, and respond to aging infrastructure and financial weakness in the utility sector. After recesses and discussion of the Public Utilities Commission’s role, the chair changed the recommendation from pass unamended to pass with amendments requiring the PUC to conduct a study, provide an interim report before the next session, and a final report the following session. That amended recommendation was adopted, and the meeting then adjourned with no further business.

Summary:
The committee met in a transportation work session and executive session, with the chair explaining the format change to allow fuller discussion and possible expert input before votes. The committee first took up House Bill 209, which would have allowed a new vehicle purchased in the model year or before to be inspected in the second year after purchase. In both cases, members said the inspection repeal made the bills unnecessary, and in the commercial truck bill there were also concerns that the language did not fit federal requirements and referenced state inspection laws rather than federal ones. Both bills were voted ITL 16-0 and adopted by consent.
House Bill 298, dealing with vehicle identification number-related issues and antique vehicle authenticity, also received an ITL recommendation 16-0. Members said the proposal raised fraud concerns and could affect the value and authenticity of antique vehicles, and several said the bill needed more work before any future consideration. The committee then moved to Senate Bill 150, which would define electric vehicle charging stations and establish annual testing fees for the Division of Weights and Measures. That bill drew the most discussion: Representative Sykes described a personal experience with a malfunctioning charging station and a large, unclear bill, arguing that consumer protection regulation is needed. Representative Miller said the fee structure seemed high compared with other inspections and that third-party inspectors were not allowed, though he acknowledged some need for consumer protection. Senator David Watters, the sponsor, said the bill should be improved and suggested a lower annual fee and a fund-based approach to build an inspection program over time. Cheryl, the director of Weights and Measures, testified that the division needs authority, staffing, licensing categories, and expensive test equipment to oversee EV chargers, and that current rules do not adequately cover this emerging technology.

Fargo Public Schools reported continued growth in dual credit, with 50 courses offered in partnership with several NDUS institutions and a 12.61% increase in participation. The superintendent highlighted a growing education pathway, including students completing Introduction to Education and field experience, and said the district is exploring a grow-your-own teacher pipeline. He also raised concerns about inconsistent institutional processes, teacher credentialing requirements, and transfer clarity, arguing for more aligned statewide systems. In response to questions, he said AP and dual credit can coexist, with AP often better for highly selective out-of-state colleges and dual credit better for students targeting North Dakota institutions, and he described some use of Arizona State online courses in earlier rural partnerships but said Fargo is focused on local institutions.
Two teachers then testified on the classroom perspective. A West Fargo anatomy and physiology teacher said dual credit has expanded access, lowered costs, and prepared students well, but agreed that foundational science courses may be more effective when taken later in high school to reduce knowledge loss before college. A Drake-Anamoose English teacher, who has taught dual credit for more than 20 years, said the program has supported many students who went on to a wide range of careers and emphasized that small rural schools rely on dual credit to provide opportunities they otherwise could not offer. No formal votes or actions were taken in the portion of the meeting provided.
