Valdez, which would align Florida’s school grading scale with the familiar 90/80/70/60 letter-grade standard over a five-year transition and require school grades to appear on student report cards. Supporters argued the current scale is misleading and too lenient, while opponents warned it would sharply increase failing school labels, create costs and turnaround mandates, and confuse parents and students. Despite extensive testimony from school board members, teachers, students, and advocacy groups on both sides, the bill passed 12-4. The committee then quickly approved HB 1245, a one-year Hunger-Free Campus Pilot Program for three universities with the highest share of Pell-eligible students, and HB 571, which expands career planning, paid work experience, and credit-transfer review for students; both passed unanimously.

Supporters argued the bill would preserve and strengthen the industry through clearer rules and more direct support, while opponents—horsemen, breeders, trainers, veterinarians, and related businesses—warned it would harm a major rural industry, threaten jobs, and favor casino interests. After extensive debate, the strike-all was adopted and the bill was reported favorably on a divided vote.
Finally, HB 11 on municipal water and sewer utility rates was presented as correcting an unintended consequence in surcharge law for utilities owned by one municipality but located in another. Testimony focused on the fairness of the current surcharge structure and the impact on Miami Gardens and North Miami Beach. She said the department is moving toward an electronic grants system and had already adjusted internal deadlines to speed awards, while acknowledging some reimbursement delays and explaining that mentor bonuses for teacher apprentices will not be paid until the first cohort reaches the statutory timing requirement.
Members asked about tracking whether CTE students work in their trained fields, how Xello is used to inform students about career pathways, how FTE is calculated, whether the funding formulas could encourage growth over quality, and how students with disabilities are counted in workforce funding. Questions also focused on tuition, enrollment trends, and the gap between college and university funding. The committee heard that tuition has remained flat for more than a decade, enrollment has rebounded from COVID and is projected to exceed pre-pandemic levels, and the college system’s funding per FTE varies widely.
