Testimony in support emphasized grieving parents’ need for dignity, burial options, and recognition after miscarriage or fetal death, while opposition was narrow and focused on replacing the term “unborn child” with “fetal remains.” Several members said they were sympathetic but also stressed that wording mattered.
The committee adopted the strike-everything amendment and then voted 4-3 to give HB 2184, as amended, a do pass recommendation. Senators Epstein, Fernandez, and Ortiz voted no, with Epstein explaining that he wanted the bill to move forward but believed the language needed to be changed before final passage. The meeting then adjourned.
