House Bill 1276, extending the classroom cell phone prohibition, drew the most debate, with supporters citing improved student focus and classroom interaction and one member raising local control concerns before voting yes. House Bill 3704, concerning participation in a federal tax credit for scholarship-granting organizations, prompted questions about double-dipping on tax benefits and state sovereignty, but it ultimately passed 38-8.
