Summary:
The committee heard several bills dealing with local government authority, homeowners associations, hospital district policing, school AED inspections, special district annexation, public contracting penalties, and guaranteed income programs. Senate Bill 2073 by Sen. Zaffirini would clarify that appraisal districts may finance purchases, leases, or construction of real property for appraisal offices without prior approval from taxing units; it was supported by the Texas Association of Appraisal Districts and left pending. Senate Bill 1935 by Sen. Hinojosa would increase homeowner control of property owners association boards, require more transparency, limit fines and assessment increases, and require accessible meeting locations; HOA and builder representatives opposed it, arguing it would hinder maintenance and make dues harder to manage, and the bill was left pending. Senate Bill 434 by Sen. Miles would authorize Harris County Hospital District police officers, was supported by Harris Health, and was left pending. Senate Bill 1177 by Sen. Alvarado, as substituted, would require school AED inspections during fire inspections and reporting to school leadership; it was left pending. Senate Bill 1214 by Sen. Perry would update Concho County Hospital District law to align with current procurement and notice rules; it was left pending. Senate Bill 1965 by Sen. Middleton, for Sen. King, would tighten notice and proximity rules for special district annexations; district witnesses warned the bill could interfere with service to noncontiguous tracts, and the bill was left pending.
The committee also took up Senate Bill 2046 by Sen. Bettencourt, which would increase criminal penalties for county purchasing act violations involving unauthorized separate or sequential purchases to evade competitive bidding, and create a tiered penalty structure based on contract amount. Former Harris County DA Kim Ogg, Deputy Attorney General Josh Reno, and James Quintero supported the bill, citing recent Harris County bid-rigging cases and arguing the current Class C misdemeanor penalty is too weak to deter misconduct; some members questioned whether the proposed thresholds were too low and whether stronger oversight, rather than higher penalties alone, would be more effective. The bill was left pending. Finally, Senate Bill 2010 by Sen. Bettencourt would bar counties and other political subdivisions from operating guaranteed income programs and address constitutional gift-clause concerns. Testimony split sharply: Ogg and Quintero argued such programs are unconstitutional, can be used for political data collection, and should not be funded with public money, while Paige Terry Barry defended the bill as protecting taxpayers and discouraging dependency. Senators also debated whether the state can restrict use of federal grant funds and whether local governments should be allowed to run such programs; the bill was left pending.

Summary:
The Senate Local and County Government Committee met and first announced that Senate Bill 1619 would be laid over to a later date. The committee then heard Senate Bill 1265, which would extend the deadline for municipalities to publish ordinances from 15 days to 30 days, with supporters citing the decline of daily newspapers and the need to help cities meet publication requirements. The bill received a due pass recommendation and advanced on an 8-0 vote.
The committee next considered Senate Bill 1198, which would require the Oklahoma Health Care Authority to release liens on property owned by a city or county when requested by the local treasurer. Senator Mann explained that the measure is intended to help local governments reuse tax-delinquent or code-violation properties for affordable housing, since liens can exceed the value of the property. The bill advanced on a 7-1 vote.
After a brief recess, the committee took up Senate Bill 2046, as amended by committee substitute, which would allow the Department of Environmental Quality to determine the legality of campsites and evaluate whether sanitary and environmental standards are met. Members questioned the bill’s definitions, reporting thresholds, timelines, fiscal impact, and the role of DEQ and the Department of Public Safety in notifying counties and ordering removal of camps. Following debate, the bill advanced on a 6-2 vote.

Summary:
The Committee on Environment and Natural Resources heard and advanced several bills. SB 958, by Senator Bradley, would require local straw and stirrer ordinances to allow renewable, certified compostable, marine-biodegradable products; supporters said it would reduce reliance on paper straws that may contain PFAS and create more uniform standards. The bill was reported favorably after brief supportive testimony and no opposition.
The committee also approved SB 1066, by Senator Broder, a major Ocklawaha/Rodman Dam restoration proposal. The bill would direct DEP to implement a phased restoration plan, create an advisory council with local and military representation, fund recreation and economic development projects, and address safety concerns tied to the dam’s age and high-hazard status. Supporters from conservation groups, river advocates, and some local residents praised the restoration and planning framework, while several Putnam County officials opposed the bill, arguing the reservoir supports recreation, water supply, and local interests. The committee adopted a late-filed amendment adding a Naval Air Station Jacksonville representative to the advisory council, then reported the committee substitute favorably.
SB 698, by Senator Martin, was also reported favorably. It would let builders proceed with local building permits while septic permits are pending, rather than waiting for sequential approval, and includes a 120-day glide path related to new DEP rules; builders supported the bill as a way to reduce delays, while some senators questioned whether the transition period was too long. The committee then approved CS/SB 1230, by Senator Harrell, which phases out PFAS-containing firefighting foam, restricts non-emergency training use, requires inventory and disposal reporting, creates DEP rulemaking and a grant program, and exempts certain federal, military, and emergency uses. Finally, the committee favorably reported CS/SB 1288, also by Senator Harrell, to designate a water body in the Jupiter Narrows area in honor of Andrew Red Harris, with a technical amendment clarifying the shoal designation. Several members later asked to be recorded as voting in the affirmative on selected bills.
