SCR 168 was passed with amendments to reflect OPSD's requested changes and to make the working group temporary, with a two-year term and annual reports due before session. SCR 172 was passed with amendments accepted from Earthjustice. Rep. Quinlan was noted as excused for the votes, and the committee adjourned after adopting the final recommendation.
