The committee then heard Senate Bill 292, which would update the Landowner Bill of Rights to add information on surveys, require separate offers for property not sought in condemnation, and require the rights document to be delivered with the initial offer. Supporters said it would improve transparency and fill gaps in the current document, while opponents said it was unnecessary because the law already exists and warned against revisiting a 2021 compromise.
