Summary:
The Senate Revenue and Taxation Committee considered several House bills dealing with tax credits, fee changes, school funding, and investment authority. House Bill 4426 extended the sunset on the SIDE tax credit to December 31, 2032, and passed 7-2. House Bill 3704 elected Oklahoma into the federal income tax credit for contributions to scholarship-granting organizations and passed 9-2. House Bill 4311 raised the unclaimed property division’s administrative fee from 4% to 6% to cover increased duties and costs; it passed 8-3 after debate over whether the increase was justified. House Bill 3044 reauthorized the veterans income tax checkoff and the associated capital improvement fund, and passed 10-0. House Bill 4191 revised the Smaller Employer Quality Jobs Act by lowering job thresholds, expanding qualifying locations and industries, and changing other eligibility rules; it passed 6-4. House Bill 3465 extended the emission tax credit sunset from July 1, 2027 to July 1, 2029 and passed 6-4, with opponents arguing it subsidized compliance with federal mandates. House Bill 3972, a title-off bill addressing ad valorem reimbursement issues tied to the state purchase of a prison, drew extensive debate over precedent and scope; an amendment to add a sunset failed 5-5, and the bill then passed 8-2 as amended.

Summary:
The joint House Committee on Tourism and House Committee on Agriculture and Food Systems heard House Bill 2585 on agricultural tourism. The bill would create statewide uniform standards for agritourism in counties that adopt such ordinances, require registration with county planning departments, and require agritourism to remain secondary and accessory to farming. The Department of Agriculture and Biosecurity supported the measure but recommended amendments to make the language more consistent and to ensure agritourism remains tied to agricultural activity; the Hawaii Farm Bureau also supported the bill with the same general guardrails, while the White Tourism Authority offered comments. A member raised concerns about a trailer/roadside-stand provision, and the department ultimately said it did not support that specific language. The chairs then recommended passage with amendments, including a definition of principal farm operations, clarification that agritourism must not interfere with on-farm operations, revised termination rules after 60 consecutive days without active production with notice and cure procedures, restoration of the department’s proposed change to the trailer language, and technical corrections. HB 2585 passed both committees unanimously with excused members noted.
The committees then heard House Bill 2602 on sustainable tourism infrastructure, which would establish a matching grant program in the Department of Business, Economic Development and Tourism for capital projects that improve sustainability and climate resilience in the visitor industry. The Chamber of Commerce Hawaii testified in support. The chair recommended passage with a committee report note estimating a roughly $5 million cost and a date correction, and both committees adopted the recommendation unanimously.
House Bill 1948 on single-use plastics was also heard. It would prohibit lodging establishments from providing certain personal care products in small plastic containers and impose civil penalties. The Department of Land and Natural Resources stood on its testimony, and the Department of Health supported the waste-reduction goal but suggested the language belonged in a different chapter. The chair recommended an HD1 that would omit lotions from the definition of personal care products, adopt the Department of Health’s proposed clarification about reusable containers, and correct the date; the measure passed both committees unanimously.
Finally, House Bill 1960 on human trafficking was heard. The bill would require the Attorney General to develop human trafficking awareness training for transit accommodation workers, require employers to provide training, keep records, post signage, adopt prevention policies, and report suspected trafficking, with penalties and rulemaking by the Department of Labor and Industrial Relations. The Department of Labor Relations supported the intent but said the Department of Law Enforcement should be the lead agency, and the Hawaii Hotel Alliance strongly supported the bill while asking for amendments to recognize existing industry programs and apply the requirements equitably. The chair recommended an HD1 incorporating a July 1, 2027 deadline for training materials and employer training, adopting the hotel industry and DLE-related amendments, and making technical corrections; HB 1960 passed both committees unanimously.

Summary:
The committee first heard Senate Bill 143, which would raise caps on certain agriculture fees so they can keep pace with inflation. Senator Woods explained that the bill only adjusts fee ceilings, not automatic increases, and an amendment was adopted to tie the caps to the Consumer Price Index for All Urban Consumers published by the U.S. Department of Labor. There was no public support or opposition testimony, and the bill was then passed on an 8-0 do-pass vote, with several members excused.
The committee then took up Senate Bill 145, which would change the state audit system by raising thresholds for smaller local public bodies and creating a statewide federal single audit for state agencies. The State Auditor and DFA said the bill was intended to streamline audits, reduce delays, and align New Mexico with federal rules and other states, but multiple CPA and audit witnesses opposed the statewide single-audit concept, warning it could reduce transparency, weaken accountability, and increase the risk of fraud, waste, and abuse. Committee members pressed for clarification on how the audit structure would work, which agencies would be covered, and whether DFA or independent auditors would conduct the work; the sponsors said amendments were needed to clarify the bill and remove problematic language, including the appropriation and references to gifts and donations. The committee adopted an amendment striking the appropriation language and then continued questioning without taking final action in the excerpt.
The final portion of the meeting shifted to the House Bill 2 budget presentation. Committee members reviewed the Senate Finance version of the budget, which included about a 2.7% increase in recurring spending, 30% reserves, and major investments in health care affordability, early childhood, public education, housing, clean energy, water, and agriculture-related priorities. Members asked about water testing needs, water settlement funding, career technical education funding, and the contingency fund/disaster reserve structure. The presenters said some items still needed technical work and that additional adjustments would be made before final passage.
