The first meeting of the Human Trafficking and Emergency Department Task Force focused on implementing Act 267, which created the body to develop a statewide human trafficking protocol to be incorporated into Louisiana’s sexual assault response plans. Ochsner LSU Health Shreveport’s Operation Rahab and FMOLHS’s human trafficking policies highlighted staff education, badge buddies, anonymous admissions, hotline and law enforcement reporting, and coordination with community partners. SANE and forensic nursing presenters described red-dot privacy alerts, trauma-informed interviewing, and the need to train all hospital staff, not just ED clinicians, because trafficking victims may present repeatedly or in non-ED settings. LaFASA described statewide advocacy and legal support, while Unbound Now and BCFS/Common Thread explained Louisiana’s juvenile trafficking response under Act 662, including 24/7 crisis response, relational advocacy, and care coordination for minors.
Members repeatedly raised the lack of safe housing, transportation, and placement options after identification, especially for adults, male survivors, and adults with special needs. Several presenters said that identifying victims is only the first step and that Louisiana still lacks enough resources for discharge and long-term stabilization. The task force also discussed the need for broader training across emergency departments, residency programs, nursing, housekeeping, maintenance, student health, mental health, and law enforcement, with members stressing that protocols should be clear, trauma-informed, and usable statewide. No votes were taken; the main action was to gather testimony, identify gaps, and begin drafting the statewide protocol.

After extensive public testimony both for and against, the committee adopted an amendment to allow supervisors of elections to observe holidays when not otherwise required to be open, then approved the strike-all as amended by a 6-2 vote, with Senators Polsky and Bernard voting no. The meeting then adjourned after members recorded their votes on earlier items.

Gaines Memorial Highway, and SB 2 naming the Falcons Band Highway. Most of these items were reported favorably without objection after brief testimony from authors, family members, or supporters.
One measure drew more discussion: SB 19, which changes the name and design of the state employee retired prestige license plate and redirects proceeds to a private nonprofit associated with retired state employees. Representative Schlegelhorn objected, but after testimony that the organization is a tax-exempt nonprofit funding scholarships and that no money had previously gone to LASERS from the plate, the committee adopted a motion to report the bill favorably by a 13-1 vote. The committee also adopted amendments to HCR 69, which urges DOTD to improve Interstate 12 in Livingston Parish with attention to drainage, flood risk, and evacuation resilience, and then reported it favorably. HCR 63, creating a task force to study whether certain active-duty military personnel can operate federally owned vehicles on state highways without civilian licenses, was also reported favorably. The meeting ended after the agenda was cleared and a motion to adjourn was made.

The Arkansas Hospital Association’s Jody Ann Tritt then gave a broader overview of the hospital landscape, explaining the different hospital types in the state, including critical access hospitals, rural emergency hospitals, PPS hospitals, and specialty hospitals. She said Arkansas hospitals face financial strain, citing a negative 5.18% patient service margin statewide and lower reimbursement than surrounding states. She argued that Arkansas hospitals are paid less than hospitals in neighboring states for similar services, that commercial payer rates and administrative burdens are a major problem, and that Medicaid and Medicare rates remain below cost even with UPL support. She also said hospitals are the backbone of community care, provide emergency and public health functions, and are looking for ways to invest in technology and telehealth but often lack the revenue to do so.
Members pressed for clearer data on hospital finances, reimbursement adequacy, and the impact of commercial insurers. Tritt said the association had just authorized a statewide survey to gather updated financial information from hospitals, which she said would take about a year to complete. She also explained that Medicaid pays weekly, Medicare and commercial plans can involve delays and denials, and that hospitals often spend significant resources on revenue cycle work. The discussion ended with a brief update on assisted living reimbursement: DHS said one facility, The Pillars of the Community in Crossett, had announced closure, nine Living Choices waiver clients were being transitioned, and the updated rate study would be available after cost reports are collected, likely before the end of the fiscal year. The meeting then adjourned.
