Summary: The Senate opened with routine proceedings, including the roll call, approval of the previous day’s journal, referral of committee reports and gubernatorial appointments, and the removal of Senate Joint Memorial 8003 from the consent calendar to the regular calendar. The chamber also received and referred Engrossed Substitute House Bill 1604 to the Committee on Human Services, and later took up several gubernatorial confirmations. The Senate adopted Senate Resolution 8682 recognizing the YMCA’s 150th anniversary in Washington. Senators spoke in support, describing the YMCA’s role in child care, swim lessons, youth programs, civic engagement, camps, and community health, and guests from YMCA organizations were recognized on the floor. The Senate then confirmed Jeffrey P. Fairchild to the Whatcom Community College Board of Trustees, Randall V. Scott to the Lake Washington Institute of Technology Board of Trustees, and Anna M. Franklin to the Community Colleges of Spokane Board of Trustees, each by unanimous or near-unanimous roll call votes. The chamber also observed a moment of silence for the family of Representative Tom Dent after his wife suffered a stroke. After caucuses, the Senate returned to floor action on two major bills. Substitute Senate Bill 5185, creating a pilot pathway to physician licensure for international medical graduates, was advanced to final passage and approved 39-1. Engrossed Substitute Senate Bill 5993, lowering the interest rate on medical debt, drew extensive debate about affordability, charity care, and the impact on rural hospitals; amendments were considered, including one to make the bill prospective rather than retroactive, which was adopted, while a rural-hospital differential-rate amendment failed. The bill ultimately passed 29-19. The Senate then adjourned until Monday, February 9, 2026.

Summary: The Senate Revenue and Taxation Committee took up a mix of tax policy, incentive, and administrative measures, beginning with an annual motion authorizing the chair to request OSBI background checks for any Horse Racing Commission nominees. The committee then passed Senate Bill 1839, as amended, to create a de minimis ad valorem tax exception for personal property valued at $5,000 or less per account. The committee also confirmed Daniel LaFortune to the Oklahoma Tax Commission by a 12-0 vote, with LaFortune emphasizing his IRS background and commitment to customer service and fairness. Several other bills were approved, including Senate Bill 1280 to align the plugging fund sunset date in the tax code with another statute; Senate Bill 1832 to reauthorize income tax refund checkoffs for veterans programs; Senate Bill 2001 to freeze property taxes for three years for homeowners displaced by a turnpike or eminent domain, though members raised concerns about downsizing and future valuation; and Senate Bill 1405 to renew the wildlife diversity checkoff, with testimony clarifying it would fund non-game species rather than predator reintroduction. Senate Bill 1989 also passed, expanding the Oklahoma College Savings Plan to accept digital payment platforms such as Venmo and PayPal, with members discussing how deposits would be tracked. The committee then considered Senate Bill 2143, which would allow counties to use aerial or satellite imagery and fixed-wing aircraft for property assessment while excluding drones; supporters cited efficiency, safety, and accuracy, while opponents raised privacy, foreign-company, and taxpayer-frustration concerns. The bill passed 7-4. Senate Bill 1393, a housing redevelopment tax credit for vacant and abandoned properties, passed 8-3 after discussion about affordable housing requirements and project ranking. The committee also approved three Incentive Evaluation Commission recommendations: Senate Bill 1392 to increase the aerospace engineer employee tax credit, Senate Bill 1395 to limit carryforward of the new jobs tax credit to seven years, and Senate Bill 1400 to consolidate aircraft-related sales tax exemptions. The meeting adjourned after the chairman noted more bills would be heard at a later meeting.

Summary: The Senate Judiciary Committee met with a quorum and considered a long series of bills, mostly on criminal justice, elections, civil procedure, and higher education liability. Early measures included SB 1450, allowing judges to waive certain fines and fees for people who have completed probation or incarceration, with an amendment requiring a request and a judicial order; SB 1458, repealing a statute that allowed disclosure of grand jury witnesses; SB 1232, increasing penalties for tower vandalism and copper theft; SB 1238, making domestic assault and battery in the presence of a minor a felony on the first offense; and SB 1325, requiring GPS monitoring and victim-alert protections for certain domestic abuse defendants before release. All of those bills advanced, most on strong or unanimous votes, though SB 1458 and SB 1232 each had one nay. The committee also advanced SB 1209, which adjusted eviction-related civil procedure timelines by replacing “weekends” with Sundays and holidays in the filing-to-summons period, and SB 1362, which standardized early voting hours across the state’s consolidated election schedule, with Thursdays through Saturdays set at 8 a.m. to 6 p.m. and Wednesdays retained for general elections. Members asked about the effect on landlords, voters, rural counties, and staffing, and the authors said the changes were intended to improve consistency and give more time for payment or mediation. SB 2072, dealing with deed fraud and title theft, was amended to clarify that fee waivers apply to orders restoring title after a fraudulent conveyance, and then advanced unanimously. Later, the committee considered SB 1451, which adds a checkbox for prior voter registration, codifies cancellation of prior registrations, and requires an annual statistical report on registration notices; it advanced on a 6-2 vote after questions about whether the bill could burden voters. SB 1540 created a new felony offense for “grooming” a minor, prompting debate over whether existing indecent-proposal statutes already cover similar conduct; it advanced 7-1. SB 1581 extended the time for county grand jury initiative petitions from 45 to 90 days and added a protest period, and SB 1535 would adjust charity-enforcement procedures for the Attorney General; both advanced. The committee also advanced SB 1266, increasing penalties for violations of the anti-notario law, SB 1927, elevating unauthorized boarding or refusal to leave a school bus to a felony, SB 1460, strengthening penalties for repeat peeping Tom and clandestine recording offenses, and SB 2182, creating civil remedies for nonconsensual sharing of intimate images. SB 1618 was laid over, and the meeting adjourned with notice of another meeting the following week.
