The Judiciary Committee heard testimony on Governor’s Message 767, the nomination of Kanoi AD Jackson to serve as circuit court judge for the Third Circuit. Members questioned the Hawaii State Bar Association about the basis for its support, including how many members responded and whether concerns were raised about Jackson’s lack of civil experience. HSBA said it uses a confidential review process, receives both positive and negative comments, and does not track votes or percentages, but its board voted to support her. Judge Kim responded that judges can learn new areas of law, that civil dockets can be managed with benchbooks and help from other judges, and that Jackson’s trial experience would serve her well. No vote was taken on Jackson’s nomination during this hearing.

The House convened with 67 members present, approved the journal, and received committee reports referring a large slate of newly printed bills and resolutions to various committees. House Bill 587, which grants continuous spending authority for the rangeland improvement account without adding new money, drew substantial debate over legislative oversight versus flexibility for grants and project timing; it passed 44-25. House Bill 573, allowing experienced NRA instructors to teach enhanced concealed carry courses, also passed 68-0 after discussion about training standards and cost reduction.
The House likewise passed House Bill 624, which adds oversight, transparency, residency, curriculum, conflict-of-interest, and funding controls for the Idaho Home Learning Academy, by a 68-0 vote. During the meeting, House Bill 530 was moved back to general orders and House Bill 525 and House Bill 547 were returned to committee at the request of sponsors/chairs. The House also adopted several procedural motions, heard personal privileges and announcements, and adjourned until 10 a.m. Monday, February 16, 2026.

Senator Amanda Hemmingsen-Jaeger highlighted a bill to ban cryptocurrency kiosks, arguing they are heavily used in scams targeting seniors and vulnerable people, and also backed a state consumer financial protection bureau and stronger False Claims Act enforcement.
Senator Rob Kupec focused on ethics and conflicts of interest, including a proposal to bar legislative members and certain state employees from quickly moving into jobs tied to entities receiving state appropriations or grants. He also said lawmakers should strengthen penalties for theft of public funds and restrict state contracts for people convicted of fraud. Senator Heather Gustafson promoted her Office of Inspector General bill, saying oversight is fragmented and an independent office is needed for investigations, safeguards, and early detection; she said the Senate passed the bill 60-7 last year and she wants it enacted. In response to questions, Murphy and Gustafson said the OIG should have law-enforcement powers, that bipartisan support exists in principle, and that the House needs to settle on a single proposal. The senators also said prepayment review can be useful but can disrupt services, and they argued agencies must use the tools already given to them while lawmakers continue oversight.

Summary:
