To amend sections 4507.01, 4507.50, 4507.51, 4507.52, and 5120.102 and to enact sections 2301.551 and 5120.106 of the Revised Code to require that community-based correctional facilities and programs and halfway house organizations assist inmates in obtaining state identification cards prior to release.

To enact section 5.2471 of the Revised Code to designate September 19 as "Ohio Stillbirth Prevention Day."

To amend sections 3301.135, 3313.718, 3313.719, 3313.7110, 3313.7111, 3314.141, 3314.143, 3326.28, 3328.24, 3328.29, 3728.01, 4723.483, 4729.01, 4729.51, 4729.513, 4729.541, 4729.88, 4730.433, 4731.96, 4731.961, and 5180.26 and to enact section 4729.262 of the Revised Code to authorize the procurement and emergency use of additional types of epinephrine delivery systems by schools, school districts, and camps.

To amend sections 109.804, 124.11, and 124.30 and to enact sections 109.791 and 737.061 of the Revised Code regarding training schools for prospective law enforcement officers, filling a vacant police department position without a competitive examination, requirements for chief of police training, and advanced training for officers at or above the rank of sergeant.

To amend sections 4121.12, 4121.121, 4121.13, 4123.44, 4123.52, 4123.54, 4123.57, 4123.66, 4125.07, 4133.10, 4167.01, 4167.10, and 5145.163 and to repeal sections 4167.25, 4167.27, and 4167.28 of the Revised Code to make appropriations for the Bureau of Workers' Compensation for the biennium beginning July 1, 2025, and ending June 30, 2027, to provide authorization and conditions for the operation of the Bureau's programs, and to make changes to the Workers' Compensation Law.

To enact section 5533.106 of the Revised Code to designate a portion of State Route 47 in Darke County as the "PFC John Wayne Richard Memorial Highway."

To amend sections 3304.23 and 5502.08 of the Revised Code to expand the communication disability database to include any person with a disability, to expand access to that database through countywide 9-1-1 systems, and to name this act "Keith's Law".

To amend sections 1751.92, 3905.24, 3923.87, 3959.01, 3959.111, 3959.12, and 3959.20; to amend, for the purpose of adopting new section numbers as indicated in parentheses, sections 3959.111 (3957.25), 3959.20 (3957.26), and 3959.22 (3957.27); and to enact sections 3957.01, 3957.02, 3957.03, 3957.04, 3957.05, 3957.06, 3957.07, 3957.08, 3957.09, 3957.10, 3957.11, 3957.12, 3957.13, 3957.14, 3957.15, 3957.16, and 3957.99 of the Revised Code to establish a stand-alone licensing process and new contractual requirements for pharmacy benefit managers.

To amend sections 153.64, 3781.25, 3781.26, 3781.261, 3781.27, 3781.271, 3781.28, 3781.29, 3781.30, and 4913.01 of the Revised Code to modify excavation requirements.

To amend sections 304.02, 304.03, 715.23, 901.80, 935.03, 955.01, 955.011, 955.012, 955.02, 955.03, 955.04, 955.05, 955.06, 955.07, 955.10, 955.11, 955.12, 955.121, 955.14, 955.16, 955.20, 955.22, 955.221, 955.222, 955.26, 955.261, 955.40, 955.43, 955.44, 955.50, 955.54, 959.132, 1533.12, 1901.18, 1907.031, 2913.01, and 2921.321; to amend, for the purpose of adopting new section numbers as indicated in parentheses, sections 955.01 (955.02), 955.011 (955.021), 955.012 (955.022), 955.013 (955.023), 955.02 (955.01), 955.09 (955.08), 955.10 (955.09), 955.22 (955.24), 955.221 (955.10), 955.222 (955.23), and 955.40 (955.262); to enact new sections 955.21 and 955.22 and sections 955.024, 955.60, and 955.61; and to repeal sections 955.08, 955.21, 955.23, 955.24, 955.25, 955.39, 955.51, 955.52, 955.53, and 955.99 of the Revised Code to make changes to the laws governing dogs, including dangerous and vicious dogs, and to name this act Avery's Law.

To amend sections 2127.38 and 5721.10 of the Revised Code to amend the law related to fees for the administration of a probate estate.

To amend sections 343.01, 343.011, 343.012, 343.022, 343.08, 3714.07, 3714.073, 3734.521, 3734.53, 3734.56, 3734.57, 3734.574, and 3745.015 and to enact section 3734.522 of the Revised Code to make changes to the laws governing the transfer and disposal of solid waste and construction and demolition debris and to provide for new procedures governing a county's withdrawal from a joint solid waste management district.

To amend section 3901.388 of the Revised Code regarding the timeframe for health insurer recoupment from health care providers.

To amend sections 1345.51, 2907.321, 2907.322, 2907.323, and 2913.49 and to enact sections 1349.13 and 1349.14 of the Revised Code to require AI-generated products to have a watermark, to prohibit simulated child pornography, and to prohibit identity fraud using a replica of a person.

To enact section 5.212 of the Revised Code to designate March 9th as "6888th Central Postal Directory Battalion Day."
