Establishes protections for adults sixty years of age or older, or at least the age of eighteen and who, because of mental or physical impairments, are unable to manage their own resources or protect themselves from financial exploitation without assistance from others.

Relates to reporting on the metropolitan transportation authority's state of good repair; requires the reporting to be published on the authority's website, outlining the repairs and investments needed to restore the authority's existing transit systems to a state of good repair.
Directs the senior center council to engage in statewide planning of both a programmatic and fiscal nature to ensure the long-term sustainability and viability of senior centers in all areas of the state.
Requires proof of installation, maintenance and regular use of ignition interlock devices when use of such a device is ordered by a court; extends the period of suspension and revocation of a license until such proof is provided.
Establishes the homeowner protection program; provides that the department of law shall establish the homeowner protection program to ensure the availability of free housing counseling and legal services to homeowners for the purposes of mitigating threats to homeownership; provides that the department of law shall provide grants to eligible not-for-profit housing counseling organizations and legal services organizations to provide services under the program.
Relates to the reporting requirements of the statewide fiscal intermediary; requires the reporting of utilization data and financial data to protect medical assistance recipients in using the program and ensure the effective use of medical assistance funds; requires the statewide fiscal intermediary to provide consumer directed personal assistant data to ensure the availability of a workforce to meet the needs of consumers utilizing the program; requires the statewide fiscal intermediary to provide data regarding customer service requests, complaints, and accessibility.
Prohibits the sale of certain products that contain regulated perfluoroalkyl and polyfluoroalkyl substances; requires manufacturers of products containing PFAS to provide notice of such fact to persons that offer the products for sale or distribution; provides penalties for violations.
Prohibits any motor vehicle with a manufacturers' gross vehicle weight rating of ten thousand one pounds or more which utilizes autonomous vehicle technology from being operated on public highways unless a natural person holding a valid license for the operation of the motor vehicle's class is present within such vehicle.
Provides that in any civil, criminal or family court proceeding, where evidence is offered and a party contends that such evidence has been fabricated by means of generative artificial intelligence, the court shall not, on that ground alone, conduct an inquiry into such alleged fabrication unless the party so contending makes a showing sufficient to support a reasonable inference that the evidence may not be authentic.
Provides for an income tax credit of $1500 and related supports for retired childcare workers who re-enter the childcare workforce for at least 6 months in a year.
Removes the requirement of a disability for family members for the issuance of additional disabled person plates to family members of a severely disabled person.
Directs the Triborough Bridge and Tunnel Authority to implement a toll discount plan for residents of Orange, Rockland, Dutchess and Putnam counties who commute to work in the city of New York while the central business district tolling program is in effect; provides for the repeal of such provisions upon the expiration thereof.
