Increases the amount for awards made to crime victims; specifies certain items of personal property which are necessary and essential to the welfare of a claimant.
Permits the rendering of an estimated bill from a utility corporation or municipality under certain circumstances; requires each utility corporation and municipality within six months to submit to the commission a model for the calculation of and procedures for estimated bills that incorporates best practices and technology and accounts for any barriers to the use of actual meter readings.
Establishes the New York state youth in agriculture and entrepreneurship summer employment program to provide students with the opportunity to be educated on the agricultural industry and alternative career paths and to provide agricultural work experience and entrepreneurship work experience.
Requires law enforcement officers to conduct a lethality assessment as part of the standardized domestic incident report form when responding to incidents of domestic violence.
Establishes the interagency elder justice task force consisting of representatives of state agencies whose work involves elder justice to create greater collaboration and develop overarching strategies, systems, and programs with a goal of protecting older adults from abuse and mistreatment.
Requires each designated agency to employ a dementia care navigator to provide support for caregivers of individuals with dementia and to assist individuals with dementia in accessing appropriate services; requires the state office for the aging to establish the position of dementia care coordinator.
Requires the inclusion of local and municipal animal shelters, any duly incorporated society for the prevention of cruelty to animals and veterinary services when establishing local comprehensive emergency management plans; requires that information to the public include the communication accommodation needs of persons with vision or hearing impairments and information on which temporary housing and other necessary facilities are designated as animal-friendly.
Ensures that library staff of free association, public, and hospital libraries, and with certain advice, Indian libraries, are able to develop collections, services, and programming that reflect the values and protections established under the human rights law and the equal rights amendment to the state constitution.
Directs the department of motor vehicles to develop a plan to increase the availability of wheelchair accessible vehicles, by county, in New York state outside of the city of New York; defines accessibility; requires a report to identify any existing local guidelines for accessible vehicles; directs development of benchmarks for increasing wheelchair accessible vehicles.
