Clarifies provisions regarding the use of crossbows for hunting, allowing the department of environmental conservation to allow the use of crossbows for the taking of big game in any area long bows are permitted.
Requires instruction in arts and music education to be incorporated into curriculums for all public school students; requires school districts to ensure that appropriately certified teachers are providing such education; authorizes rules and regulations consistent with such provisions.
Establishes the crimes of sex trafficking of a vulnerable person and predatory sex trafficking when a person intentionally advances or profits from prostitution of a vulnerable person.
Establishes the crimes of benefiting from a labor trafficking venture, benefiting from a sex trafficking venture and aggravated benefiting from a sex trafficking venture; establishes civil action for victims of benefiting from a trafficking venture; revives such actions otherwise barred by the existing statute of limitations, grants trial preference to such actions; directs the chief administrator of the courts to promulgate rules for the timely adjudication of certain revived actions.
Establishes the Harris Hill Volunteer Fire Company Benevolent Association; provides for eligibility of membership, purpose, powers and duties, organization meeting and by-laws, the control and disposal of funds and property and the precept for payment of foreign fire insurance premium taxes.
Provides that once the board of trustees of the village of Blasdell abolishes its fire department, the town of Hamburg may extend the Big Tree fire protection district to include such village.
Exempts the East Concord Fire Department, Inc. from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership.
