Enacts the student journalist education act to protect student speech at educational institutions unless such speech is libelous, an invasion of privacy, or incites students to commit an unlawful act, violate school policies, or to materially and substantially disrupt the orderly operation of the school.
Permits the use of photo speed violation monitoring systems in New York city for the purposes of enforcement of license plate obstruction, concealment, and/or distortion; extends provisions permitting the use of speed cameras in certain school zones.
Enacts the accelerate solar for affordable power (ASAP) act to set a new target for distributed solar energy capacity and direct the public service commission to advance reforms to the utility interconnection process to ensure timely and cost-effective integration of new distributed energy resources.
Prohibits the sale of foods containing synthetic color additives in schools except under certain circumstances off and away from the premises or on premises at least a half hour after the end of the school day.
Requires the creation of an immigration enforcement activity transparency dashboard, which shall be made publicly available, to track certain information relating to immigration authorities activities within New York state.
Requires property/casualty insurance companies to submit certain zip code-level data to the department of financial services on nonrenewal rates, nonpayment cancellation rates, other cancellation rates, claim frequency rates, average claim amounts, paid loss ratios, and average premiums; requires property/casualty insurance companies that use a natural disaster risk model or scoring method to assign risk, information about such model or scoring method; authorizes a premium discount to policyholders of homeowners insurance or property/casualty insurance applicable to residential real property who demonstrate certain mitigation actions; requires insurers to post about such discounts on their public websites; relates to the timing of cancellation and nonrenewal notices for certain insurance policies; relates to increasing membership of the board governing the New York property insurance underwriting association; requires a quadrennial report on the activities of such association; increases such board membership to 23 including 6 directors appointed by the legislature and 4 directors appointed by the governor.
Establishes a 13 member veteran suicide mortality review board to serve as the statewide entity responsible for the multidisciplinary review of suicide deaths among veterans by identifying trends and systemic factors contributing to veteran suicide; assessing gaps in services, access to care, and institutional practices; developing evidence-based recommendations for prevention and policy improvement; and promoting collaboration among relevant state, local, and federal agencies.
