Sets base wage requirements for certain human services workers employed in eligible state-funded programs that provide health and/or welfare assistance.

Provides alternate education and experience requirements for mental health counselors, marriage and family therapists, and psychoanalysts licensed prior to 06/24/2027, to be issued privilege to diagnose and develop assessment-based treatment plans; removes fees for application for such diagnostic privileges.
Requires members of a public body to complete a minimum of two hours of training, with one hour on the state's open meetings law and one hour on freedom of information law; requires certain local, city, county, town and village public body members to complete such training as well.
