The Act makes laws about public employer pay differential policies that provide extra pay for certain language skills and sign language skills. Requires public employer employment policies to provide for a pay differential for sign language skills in the same manner that pay differentials are provided for other bilingual or multilingual skills.

The Act creates new systems and structures to plan and improve emergency response in the state. (Flesch Readability Score: 68.9). Creates statewide preparedness offices in the Oregon Department of Administrative Services and the Oregon Department of Public Safety Standards and Training. Imposes duties on the offices relating to statewide coordination of emergency management.
