Creates a task force to look for and find words and meanings related to artificial intelligence that may be used in laws. Makes task force report its findings on or before December 1, 2024. Requires the task force to examine and identify terms and definitions related to artificial intelligence that may be used for legislation and report its findings and recommendations to the interim committee of the Legislative Assembly related to information management and technology on or before December 1, 2024. The Act requires ODOT to study a section of U.S. Highway 30. ODOT must make a report of the study and share its findings with the JCT. ODOT may start work on the study 91 days after sine die. Directs the Department of Consumer and Business Services, the Department of the State Fire Marshal and the State Forestry Department to develop a plan and implementation timeline for establishing an insurance-related risk reduction certification program and report on the program on or before December 1, 2024. Appropriates moneys to the State Fire Marshal, out of the General Fund, for implementing the neighborhood protection cooperative grant program. Declares an emergency, effective on passage.

The Act would let the urban flood safety and water quality district impose an annual charge on lands that are benefited by district works. The Act would let the district impose a fee on cities and counties for district costs not covered by the annual charge. The Act would change how the district winds up other water-related districts. (Flesch Readability Score: 63.2). Authorizes the urban flood safety and water quality district to annually assess benefited lands within the managed floodplain for the total amount of revenues required to pay the costs for the succeeding year of district works that directly benefit the lands. Authorizes the district to impose a fee on cities and counties for the overall fixed costs of operating the district and district works. Amends provisions relating to the governance and the dissolution of existing drainage districts and corporations for the use and control of water lying within the boundaries of the urban flood safety and water quality district. Takes effect on the 91st day following adjournment sine die.

Specifies coverage requirements and apportions responsibility for coverage among the car sharing program operator, the shared vehicle owner and the shared vehicle driver. Requires certain disclosures to the shared vehicle owner and shared vehicle driver in a car sharing program agreement. Requires the shared vehicle owner to address recall notices for defects that affect the safety of a shared vehicle.

Takes away the cap on the amount of state moneys that a school district may receive for a student who is a child with a disability. Allows a school district to receive more state moneys for a student who is homeless. Changes law on July 1, 2024. (Flesch Readability Score: 64.9). Removes the percentage cap on the amount of moneys that are distributed from the State School Fund to school districts for students eligible for special education as children with disabilities. Provides additional weight for students who are homeless for purposes of calculating distributions of State School Fund moneys to school districts. Takes effect July 1, 2024.

The Act increases penalties for some drug offenses. The Act also makes other changes to Ballot Measure 110. The Act directs grant funds to counties for drug treatment. Punishes by a maximum of 364 days' imprisonment, a $6,250 fine, or both, or 30 days' imprisonment, a $1,250 fine, or both, depending upon the scheduling of the controlled substance. When a person possesses a certain quantity of a controlled substance, or has certain prior convictions, punishes by five years' imprisonment, a $125,000 fine, or both, or 10 years' imprisonment, a $250,000 fine, or both, depending upon the scheduling of the controlled substance. Provides that possession of a controlled substance with the intent to deliver constitutes delivery. Directs the Alcohol and Drug Policy Commission to provide grants and funding to counties for drug treatment programs. Transfers the duties of the Oversight and Accountability Council to the commission. Appropriates moneys to the commission to fund the grants.

The Act creates the Task Force on Improving the Safety of Behavioral Health Workers. The Act says who must be on the task force and the duties of the task force. The Act creates a program in which OHA pays persons who run places that provide mental health care or substance use care so that the persons can provide their workers with on-the-job training or other types of training. Requires the task force to provide a preliminary report on its recommendations for improving worker safety by September 1, 2024, and a final report by December 1, 2024, to the interim committees of the Legislative Assembly related to health. Establishes the United We Heal Medicaid Payment Program in the Oregon Health Authority to make payments to behavioral health facilities to offer apprenticeship and training opportunities to their employee behavioral health providers. Appropriates moneys to the authority to distribute to the United We Heal Training Trust to provide grants to employers of behavioral health workers to make safety improvements. Declares an emergency, effective on passage.
