Directs Oregon Liquor and Cannabis Commission to adopt rules to allow certain marijuana producers to sell marijuana items directly to consumer.] Allows marijuana producer to operate cannabis tourism center at licensed premises. Defines "cannabis tourism center." Allows cannabis tourism center to conduct tours of premises and provide samples of usable marijuana directly to patrons. Allows local government to impose reasonable regulations on operation of cannabis tourism center. Allows marijuana wholesaler to wholesale or transfer marijuana items to marijuana retailer at trade show or similar event. Takes effect on 91st day following adjournment sine die.

Establishes Oregon Wildfire Mitigation and Adaptation Fund, with interest earned by fund to be used for wildfire mitigation and community adaptation to wildfire risk. Provides for pro rata return to taxpayers of surplus revenue over adjusted estimate amount if constitutional threshold is exceeded. Declares emergency, effective on passage.

Provides that rules adopted by Early Learning Council related to certified or registered family child care homes may not take into consideration providers' children if children are between 10 and 12 years of age, unless children have special need or disability and require heightened level of care. Requires Department of Early Learning and Care to make payments to subsidized care facilities by date specified by rule or to pay additional amount. Requires that prior to adoption, amendment or repeal of any specialty code that may affect child care provider, notice be given of proposed change to Department of Early Learning and Care.
