To amend section 4561.50 and to enact section 4561.54 of the Revised Code to prohibit the operation of unmanned aerial vehicles over schools.

To amend sections 4503.06, 5713.07, 5713.08, and 5715.27 and to enact sections 5709.29 and 5709.99 of the Revised Code to authorize local governments to create residential stability zones where homeowners may qualify for a partial property tax exemption.

To amend sections 3509.03, 3511.02, and 3599.21 and to repeal section 111.31 of the Revised Code to prohibit any person from mailing out unsolicited absentee ballot request forms to any other person.

To amend sections 133.06, 3302.036, 3302.042, 3302.043, 3302.12, 3302.17, 3310.03, 3311.29, and 3314.102 and to repeal sections 3302.10, 3302.103, 3302.11, and 3302.111 of the Revised Code to dissolve existing academic distress commissions, to repeal the law that creates new commissions, and to declare an emergency.

To amend sections 323.12, 323.13, 325.31, 4503.06, 5709.56, and 5713.01 and to enact sections 323.123 and 5705.171 of the Revised Code to modify the law governing property taxes and other local taxes.

To amend section 1761.10 of the Revised Code regarding credit union share guaranty corporations.

To enact section 4113.63 of the Revised Code to codify the Spearin doctrine in public construction contracts.

To amend section 123.30 of the Revised Code to further limit the types of flags that a state agency may display on its grounds or in its buildings.

To amend section 956.181 and to repeal section 956.23 of the Revised Code to alter the law governing the regulation of pet stores.

To enact section 1345.023 of the Revised Code to enact the The Fee Transparency Act prohibiting a supplier from advertising, displaying, or offering a price for a good or service that does not include all mandatory fees and charges.

To amend sections 2945.37, 2945.38, 2945.39, and 2945.401 and to enact section 5120.101 of the Revised Code to enact the Mental Health and Community Wellness Act to amend the competency to stand trial law, to create the mental health and substance abuse community-based correctional facility pilot program, to require a prosecutor to file for civil confinement of a defendant who is found incompetent to stand trial and who is charged with a felony or a misdemeanor offense of violence, and to make an appropriation.

To amend section 3501.09 of the Revised Code to authorize a board of elections to conduct meetings by video conference or any other similar electronic technology.

To enact section 2901.14 of the Revised Code regarding substance use disorder and mental health treatment for criminal defendants.
