Requires the division of criminal justice to create and disseminate to police departments a video on bicycles with electric assist and electric scooters including information on classification and definitions, legal operation, speed limits and enforcement, helmet and age requirements, and a review of legal operation of such devices.

Requires certain information to be provided in the form of a card or pamphlet at the point of sale of every bicycle with electric assist or electric scooter.

Requires every sale of a bicycle with electric assist or electric scooter to include a helmet suitable for use while operating such bicycle or scooter.

Enacts the "educator expense assistance act" to allow educators to deduct qualified expenses incurred by K-12 educators.

Grants members of the city of New York's police force eligibility for retirement and pension based on previous service as traffic enforcement agents.

Enacts the "New York open water data act"; directs certain agencies, under the leadership of conveners, to identify and integrate key water data sets; provides an annual plan for existing data to be researched and reported.

Prohibits the removal of managed natural landscapes that are maintained within the bounds of private property.

Clarifies the definition of lithium-ion battery in relation to hazardous materials emergency response training for incidents involving such batteries.

Relates to advertising for bids and offers; letting of contracts; raises the aggregate amount for sealed bids above the current levels for commodities from $20,000 to $75,000 and public works from $35,000 to $125,000.

Relates to street cleanliness and snow removal requirements for city concessionaires, franchises and for revocable consents; requires every person in charge of a permanent or semi-permanent structure installed or placed upon a sidewalk, street, alley, park, highway, or right of way pursuant to a concession or franchise agreement or revocable consent with the city of New York shall keep and cause to be kept the sidewalk, flagging and curbstone abutting said structure free from obstruction and nuisances of every kind, and shall keep said sidewalks, flagging and curbstones free from garbage, refuse, rubbish, litter, debris and other offensive material; provides penalties for failure to remove rubbish, snow or ice, dirt or other materials.

Repeals provisions relating to sale and use taxes with respect to data centers to include both personal property purchased by internet data centers and services performed on said personal property purchased by data centers.

Specifies that teachers, teacher aides, and teacher assistants that work with children with a disability, and who are employed by schools commonly referred to as 4410 schools and 853 schools, shall be included in the excessive teacher turnover prevention program.

Makes permanent certain provisions of law relating to catastrophic or reinsurance coverage issued to certain small groups.

Provides an exemption to the prohibition on tinted windows in automobiles for emergency ambulance service vehicles.

Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding regional public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, goals, budget and operation of group homes.
