Requires all policies that provide coverage for inpatient hospital care to include benefits for child and family treatment and support services and children's home and community based services.
Authorizes the state to allow counties to opt out of the county cost of medical assistance payments to any new enrollees who have either never received such benefits or who have reenrolled after a period of absence; directs the commissioner of health to apply for any and all federal waivers required to implement the provisions of this subdivision.
Creates a transparency database for contracted not-for-profit organizations; provides such database will include those that are in the process of being approved for contracts, that have received certificates of approval, are approved for contracts, have received renewal contracts, or have been the recipient of fully-executed contracts with the state of New York.
Requires certain corporations authorized to operate in the state and subject to the supervision of the department of financial services that had annual gross revenues of at least five hundred million dollars ($500,000,000) in the prior calendar year to annually prepare a climate-related financial risk report for submission to the secretary of state and to make such report available to the public.
Establishes a direct service professional credit and career ladder tuition assistance grant program to develop training programs and improve existing workforce development programs for the purpose of training direct support professionals and establishing a career ladder for individuals working with individuals with developmental disabilities.
Relates to the determination of the status of an interim multiple dwelling unit as a protected occupant's primary residence by the loft board or a court of competent jurisdiction, or by registration with the loft board; provides factors for consideration for such findings; restores certain landlord-tenant relationships severed prior to the effective date.
Requires the department of veterans' services to provide legal and/or technical support to veterans who want to change their discharged status to honorable because such person was dishonorably or administratively discharged from the armed services due to sexual orientation.
Requires anywhere fifth generation (5G) telecommunications towers in cities with a population of one million or more are installed, and there is available street parking, electric vehicle charging stations shall be provided for public use; defines terms; requires such charging stations to be designated and clearly identified.
Allows real property tax fraud to be prosecuted by expanding tax fraud acts to cover certain acts of fraud under title two of article four of the real property tax law.
Directs the New York city transit authority and metropolitan transportation authority to ensure the proper operation of security cameras at subway stations and report thereon.
Relates to the recovery of costs for the response costs and damages to natural resources as a result of the illegal disposal of waste; establishes that expenditures made by the department as a result of the illegal disposal of waste shall be a lien against the person who is responsible for such illegal disposal.
Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions.
Requires each town, village, and city to develop a "housing action plan for everyone", including consideration of local needs and specific strategies to address those local needs.
