Directs the commissioner of corrections and community supervision to establish contraband screening at correctional facilities including canines at the entrances and a third-party secure vendor mail program.
Pertains to confinement of animals for food producing purposes; prohibits any person to tether or confine any pig during pregnancy, calf raised for veal, or egg-laying hen who is kept on a farm for all or the majority of any day in a manner that prevents such animal from lying down, standing up and fully extending its limbs and turning around freely; establishes that commission of such crime shall constitute a class A misdemeanor punishable by imprisonment for a period not to exceed one year and/or fine not to exceed $1,000.
Instructs the state board of elections to create and distribute voting guides to voters containing information about the candidates; mandates that voters receive postcards to notify them of upcoming elections and that television and radio stations also notify their audience of upcoming elections.
Permits the possession and consumption of alcoholic beverages in certain public places; prohibits a municipality from preventing a person twenty-one years of age or older from possessing an alcoholic beverage in an open container in a public place and from consuming an alcoholic beverage in certain public places.
Declares a climate emergency and places a ban on fossil fuel infrastructure projects but shall not apply to repair or maintenance of existing infrastructure.
Protects residential customers from utility service shutoffs due to non-payment during summer and winter periods of extreme heat or cold; allows such utility services to be discontinued for non-payment outside such periods; requires an annual report to be submitted to the governor and legislature and posted publicly online.
Relates to returnable bottles; adds noncarbonated soft drinks, certain noncarbonated fruit or vegetable juices, coffee and tea beverages, carbonated fruit beverages and cider to the definition of "beverage"; provides that beginning April 1, 2027, the handling fee will be six cents for each beverage container accepted by a deposit initiator from a dealer or operator of a redemption center; directs the multi-agency bottle bill fraud investigation team to submit a report on findings of pervasive bottle redemption fraud in New York state.
Creates the commission on battery fire safety practices to evaluate the need for resources for police, volunteer fire departments and emergency medical services concerning health and safety best practices when responding to lithium-ion battery incidents.
Requires the filling of vacancies in the office of lieutenant-governor be done subject to confirmation by a two-thirds vote in the senate and a two-thirds vote in the assembly.
Authorizes and directs the commissioner of environmental conservation to conduct a study on food waste initiatives and to provide recommendations based on the study's findings.
