Directs the department of financial services to conduct a study examining the increasing costs of insurance premiums, the lack of availability of insurance coverage for losses from flooding, and the possibility of supporting a private flood insurance market in the state.
Enhances sentences for certain offenses involving weapons on or near school grounds; relates to the availability of certain records of juvenile delinquents or youthful offenders; relates to annual earnings limitations for certain retired police officers employed by a school district or a board of cooperative educational services; adds a defendant's identifiable ties to the community and state to consideration for whether to fix a securing order, including residence, employment, enrollment with an educational institution, and immediate family; allows courts to hold a pre-trial community safety and well-being hearing; relates to the court's consideration of the existence of extraordinary circumstances and significant physical injury in determining whether to remove adolescent offenders to family court; defines such terms; provides factors for the court's consideration of whether extraordinary circumstances exist; exempts adolescent offenders who were illegally in possession of a loaded firearm from those authorized to be removed to family court; modifies the crime of criminal solicitation in the third degree.
Enacts the "MTA board member attendance act"; requires members of the metropolitan transportation authority to attend the majority of public hearings on fare hikes in order to cast a vote.
Enacts the "construction insurance transparency act" to require insurers providing coverage for liability under the scaffold law to report, on an annual basis, to the superintendent of financial services relating to its finances and claims paid thereunder.
Requires all dwellings in projects located within the state to include braille labeling on all room numbers, elevator buttons, and directional signage in common areas in such dwellings.
Directs the state police to promulgate any necessary rules and regulations regarding the flagging for further review of bulk purchases of firearms or ammunition.
Enacts the "home mortgage bridge loan assistance act" to prevent avoidable home mortgage foreclosures by providing temporary bridge loan assistance; makes related provisions.
Authorizes the sheriff of certain counties to appoint school resource officers to private elementary and secondary schools upon the request of such private school and the approval of the county legislative body.
Relates to the application of certain provisions relating to the operating component of rates of payment made by governmental agencies for facilities that provide extensive nursing, medical, psychological and counseling support services solely to children.
