Requires transmitters of money to provide a warning which informs consumers of certain fraudulent activities that may occur.

Requires the inclusion of cultural competency training in the basic training and pre-employment course curricula for state police officers and municipal police officers and sheriffs, members of fire departments and companies, corrections officers, first responders, emergency medical technicians and advanced emergency medical technicians.

Requires the office of mental health to provide an informational notice to supportive housing tenants which contains information about a supportive housing tenant's rights as a tenant, information about their building and other related information.

Reduces tuition rates of out of state Olympic athletes who represented Team USA.

Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.

Prevents certain elected officials from being a member of an agency or industrial development authority.

Provides for the use of restoration services when determining the capacity of a defendant to stand trial.

Prohibits the aerial and ground application of malathion and certain pyrethroid-based insecticides within one hundred feet of any school, day care center or park.

Increases the statewide energy storage capacity to six gigawatts by the year 2030, twelve gigawatts of statewide energy storage capacity by 2040, and seventeen gigawatts of statewide energy storage capacity by 2050.

Includes the Space Force as being members of the armed forces or veterans eligible for certain credits and benefits that are available to other active and veteran members of the armed forces.

Provides for enrollment of eligible incarcerated persons in the medical assistance for needy persons program; provides for enrollment of incarcerated individuals in other medical assistance programs, where eligible.

Relates to voting rights and access for incarcerated individuals; authorizes polling places to be available at correctional facilities and local facilities; requires such facilities to provide persons detained or confined in such facilities access to register to vote or apply for an absentee ballot; requires voting information to be included in the inmate handbook.

Relates to facilitating appellate review of rulings that implicate issues of public concern.

Eliminates certain court surcharges and fees and probation and parole surcharges and fees; eliminates the requirement that a parolee or releasee receiving a merit termination of sentence be financially able to comply with an order of restitution; eliminates the requirement that a person receiving a discharge of sentence be financially able to comply with an order of restitution and the payment of certain surcharges or fees (Part A); mandates that courts engage in an individualized assessment of a person's financial ability to pay a fine prior to imposing a fine (Part B); eliminates the availability of incarceration as a remedy for a failure to pay a fine, surcharge, or fee, lifts and vacates existing warrants issued solely on a person's failure to timely pay a fine, surcharge or fee and ends existing sentences of incarceration based on such failure (Part C); vacates existing unsatisfied civil judgments based on a person's failure to timely pay a surcharge, or fee (Part D); prohibits the collection of a fine, restitution or reparation from the funds of an incarcerated person; prohibits the payment of court fines, mandatory surcharges, certain fees, restitution, reparation or forfeitures from the earnings of prisoners (Part E); vacates existing unpaid surcharges, DNA databank fees, crime victim assistance fees, sexual offender registration fees, supplemental sex offender victim fees, or probation or parole supervision fees; repeals certain provisions of law relating to restrictions on remitting such fees (Part F).

Relates to establishing a voluntary waiver of the right to purchase firearms, rifles or shotguns; requires the division of state police to maintain statewide records of individuals who have waived the right to purchase firearms, rifles, or shotguns and any revocations of such waivers.
