Expands the legislative reporting requirements for the office of mental health and the office for people with developmental disabilities to include the chair of the assembly committee on people with disabilities and the chair of the senate committee on disabilities.

Relates to the reporting by the office of fire prevention and control; requires reporting statewide training hours allocated to each firefighter; directs that such report identifies the fire department or district providing training.

Exempts athletic club membership dues from a sales tax where such dues are spent on the improvement, maintenance or operation of the athletic club's activities occurring solely on the premises of a municipal parkland.

Enacts the New York state antisemitism vandalism act which establishes the crime of vandalism of pro-Israel print, which provides a class A misdemeanor for any individual who intentionally destroys, damages, removes, or causes to be destroyed, damaged or removed any banner, poster, flyer or billboard which is located in a public space, where the intent or purpose of such banner, poster, flyer or billboard is to bring awareness for Israeli individuals who have been victims of a crime, or to positively support the country or citizens of Israel in any way.

Relates to the effectiveness of provisions of law relating to the powers of the chairman and members of the state liquor authority (Part A); provides for certain temporary permits (Part B); authorizes special permits to remain open during certain hours of the morning (Part C); permits certain retail licensees to purchase wine and liquor from certain other retail licensees (Part D); relates to permissible sales by license holders (Part E); allows multiple off-premises licenses (Part F); relates to licensing restrictions for manufacturers and wholesalers of alcoholic beverages and retail licensees (Part G); relates to the approval of seven day licenses to sell liquor at retail for consumption off the premises (Part H); adjusts licensing fees regarding certain alcoholic beverages (Part I); relates to notifying municipalities of the filing of certain applications (Part J); relates to changes of ownership of a licensed business (Part K); relates to the issuance of temporary retail permits; makes permanent certain provisions relating to liquidator's permits and temporary retail permits (Part L); establishes a temporary wholesale permit and allows multiple wholesale licenses owned by the same person or entity to be located at the same premises (Part M); relates to licenses issued for on-premises consumption within a certain distance of a building occupied as a school, church, synagogue or other place of worship with consent of such building's owner or administrator (Part N); permits licenses for premises located within five hundred feet of other premises outside of certain counties (Part O); permits the sale of wine and liquor on levels other than street level (Part P).

Mourning the death of Detective Sergeant Frank D. Gualdino, Yonkers police officer, distinguished citizen and devoted member of his community

Increases the applicable percentage of the child tax credit allowed in the empire state child tax credit from thirty-three percent to forty-five percent; prescribes how such payment or refund should be made based on amount.

Mourning the death of Josephine Spano, distinguished citizen, and devoted member of her community

Provides that a provisional employee at a school district or board of cooperative educational services who exhausted the nine month provisional appointment limitation shall be granted permanent status if such employee has exceeded the probationary term or, if such employee has not exceeded the probationary term, such provisional service shall count as service towards the probationary term.

Relates to call centers for gas and electric corporations; sets penalties for violations.

Directs the Metropolitan Transportation Authority to provide discounted monthly passes to college, graduate and career education students for the purpose of commuting to and from classes.

Provides for mandatory training for treasurers of political committees once every three years; requires treasurers to complete such training within forty-five days after first being appointed; requires the state board of elections to provide such training in any method it determines, as well as a web-based format; makes related provisions.

Designates certain portions of the state highway system between Cayuga lake and Seneca lake as the "Between Cayuga and Seneca Lakes Wine Trail".

Relates to including the illegal conversions of dwelling units in the definition of harassment.

Authorizes and directs the public service commission to conduct a study on the deployment of energy interconnection processes into the electrical grid to meet the state's renewable energy goals set out under the climate leadership and community protection act; directs the public service commission to submit a report on its findings one year after the effective date.
