Exempts copper wire, romex wire, galvanized rigid conduit, intermediate metal conduit, electrical metal tubing, polyvinyl chloride conduit and metal and plastic electrical boxes from sales and use taxes.
Relates to providing information to patients and the public on policy-based exclusions; requires the commissioner of health to collect from each health care facility a list of its policy-based exclusions and publish such information on the department's website.

Implements a moratorium on the installation of new digital billboards; directs the commissioner of transportation to conduct a study on the impact of digital billboards on motor vehicle accidents.
Requires cultural awareness and competence training for medical professionals, including two hours of course work or training encompassing minority healthcare issues; provides an exemption for certain individuals; requires hospitals and facilities to request documentation of the completion of training from employees and prospective employees.
Establishes the fibroid study fund to expend moneys to the department of health to study fibroids, the treatment of fibroids, potential barriers to the access of treatment for fibroids, and differences in symptoms and access to treatment for women of color.
Establishes a tax credit for rent paid on the personal residence of certain taxpayers who lease the taxpayer's primary residence during the taxable year and who pay rent with respect to such residence in excess of thirty percent of such taxpayer's gross income for such taxable year.
Directs the office of information technology services to contract with a private entity to conduct an examination and evaluation of New York state's information technology infrastructure, data use and management, policies, procedures and operational processes.
Requires orders of custody to state whether law enforcement is authorized to remove a child or children in order to comply with and enforce such orders.
