Enacts a bill of rights for owners of residential condominium units to provide fair and equitable treatment of all unit owners; directs the attorney general to promulgate a handbook summary of the rights of unit owners vis-a-vis condominium associations and the procedures and processes available to unit owners to enforce such rights.
Requires the commissioner of education of the state of New York to conduct a study on the sufficiency of current education aid apportionment formulas, make recommendations for improvements to such formulas and deliver a report of such findings and recommendations and provides for the repeal of such provisions upon expiration thereof.
Prohibits residential landlords from charging tenants a fee for a dishonored rent check in excess of the actual costs or fees incurred by such landlord as a result thereof, provided such dishonored check fee was included in the initial lease.
Relates to payments in support of racing; sets up a payment applicants must pay if they are issued a gaming facility license and they do not possess either a pari-mutuel wagering license or franchise award.
Relates to establishing electric vehicle charging station reliability reporting and standards; requires the commission to develop reliability, recordkeeping and reporting standards for electric vehicle charging stations by January 1, 2025.
Permits a retired member to change his or her option election or designate a new beneficiary where the beneficiary has been convicted of a family offense.
Prohibits the placement of fifth generation (5G) telecommunications towers within 250 feet of a business or residence in cities with a population of one million or more without the owner's consent; requires community board approval and the completion of a city environmental quality review before the placement of any 5G tower can be approved.
Increases by 1 degree the severity of rape in the second degree, criminal sexual act in the second degree, sexual abuse in the second degree and course of sexual conduct against a child in the second degree.
Relates to sanctions and penalties for operating a motor vehicle while under the influence of alcohol; creates new offenses of criminal intoxication and aggravated criminal intoxication; provides for stiffer penalties for such violations; makes all violations felonies.
Includes all counties and cities with a population of two hundred thousand or less within provisions which permit the apportionment of expense of municipal police department member training, thus allowing police departments to receive reimbursement of training costs if an officer is hired by another department.
