Authorizes public requests for information from any county, city, town, or village desiring to have a memorial located within their municipality listed within the veterans memorial registry; directs the department of veterans' services to establish a veterans memorial registry.
Provides that no person shall sell or offer for sale any cosmetic product or personal care product containing mercury, other than in trace amounts allowed by the food and drug administration as unavoidable under conditions of good manufacturing practice or necessary for use as a preservative in the absence of an effective and safe nonmercurial preservative substitute.
Relates to standards for the construction of all new buildings and for the construction or renovation of existing buildings that undergo a substantial improvement and which are located wholly or partially in an area designated on the applicable Federal Emergency Management Agency ("FEMA") flood insurance rate map, as amended from time to time, as a Special Flood Hazard Area or Moderate Risk Flood Hazard Area.
Requires all insurance policies and health maintenance organization contracts to provide coverage for maternity patients and their newborns for hospital stays of at least 48 hours following childbirth by natural delivery and 96 hours following childbirth by caesarean section; provides such coverage for patients who are recipients of medicaid.
Requires each place of employment to develop a business safety plan to provide reasonable and adequate protection from a pandemic disease for all employees and people who lawfully frequent such places; provides that employers who develop and follow safety plans are not liable for damages to employees or patrons due to disease during a pandemic.
Relates to the appointment and reporting duties of the superintendent of the state police and to the appointment of employees of the state police; requires the approval of certain duties of the state police by the superintendent of the state police.
Provides for the adjustment of the minimum amount of tax delinquency for which the driver's license of a taxpayer may be suspended, based on inflation; prohibits inclusion in the license suspension program of a taxpayer who receives public assistance or supplemental security income, or whose income does not exceed 250% of the poverty level; authorizes the commissioner to grant exemptions to taxpayers whose payment of past due tax liabilities would create a hardship to the taxpayer in meeting necessary living expenses.
Allows parents and legal guardians to work from home; allows flexible working arrangements during a public health emergency or state or local disaster emergency which closes schools or day care centers; defines terms; creates a rebuttable presumption that an employee can work remotely if such employee has done so for two consecutive pay periods or two weeks; creates a civil penalty for violations.
Prohibits the New York Department of State from issuing a certificate of dissolution and filing a judgment or final order of dissolution for the pension fund for employees of the former St. Clare's Hospital in the city of Schenectady, county of Schenectady, until an investigation and/or audit by the New York State Department of Health, the New York State Attorney General or the New York State Comptroller has been conducted to ascertain whether there was any impropriety in the handling and management of funds in such pension plan.
Establishes a task force on the issues facing black people since the end of slavery in the United States and holistic solutions to ensure that black people have an equitable position in education, economic development and other fields and disciplines.
