Extends the enforcement of the collection of delinquent real property taxes and the collection of taxes by banks; enforces the collection of taxes in certain villages.

Authorizes municipalities to establish an emergency repair pilot program; enables municipalities to repair immediately hazardous code violations in buildings where the owner has not undertaken such repairs in a reasonable time.
Establishes and funds the close the waitlist fund by utilizing a tax surcharge to pay for providing senior services to individuals who have been waitlisted to receive such senior services.
Requires food distributors that accept SNAP benefits to establish a mechanism to apply available coupons or discounts to purchases made by eligible recipients of SNAP benefits without such recipient being required to provide a physical coupon.

Requires the state to enter into an agreement with the Rand Corporation to conduct a study of the impact of the 2020 Discovery Reform legislation enacted by Part HHH of chapter 56 of the laws of 2020 has had on the handling and disposition of criminal cases; makes an appropriation therefor.
Authorizes the Church of the Living God Pillar & Ground to file an application for exemption from real property taxes for the 2022-2023 assessment rolls.
Enacts the "taxpayer access to publicly funded research act"; defines terms; requires each agency that provides funding for direct research shall develop a public access policy.
