Establishes an Asian American Native Hawaiian Pacific Islander (AANHPI) leadership institute within the state university of New York as an initiative for Asian American Native Hawaiian Pacific Islander (AANHPI) leaders in higher education with a mission to retain and grow from within SUNY a greater proportion of Asian American Native Hawaiian Pacific Islander (AANHPI) professionals at SUNY campuses; creates an eight member advisory council.
Establishes the school safety specialist act; establishes a certification and training program for school safety specialists; outlines the roles and duties of school safety specialists.
Requires banks to report to the superintendent annually on the amount of revenue earned from overdraft fees; prohibits banks from imposing overdraft fees during a ten day grace period; regulates the imposition of overdraft and NSF fees.
Provides that a taxing jurisdiction which has opted out of the exemption from taxation for certain energy systems may not offer the exemption for specific or single projects; requires that a jurisdiction which changes its status relating to the exemption must do so within 120 days prior to the taxable status date; provides that such change shall be valid for one year.
Relates to minimum standards for first aid and enrollment in child day care centers; requires a child day care center's first aid kit include antiseptic or antibacterial ointment; requires a day care center to provide medication consent forms and a copy of its health care plan upon a child's enrollment.
Authorizes the intravenous administration of contrast media when such administration is an integral part of the x-ray or imaging procedure by a radiographer when done under the direct supervision of a licensed physician, certified nurse practitioner, or licensed physician assistant.
Relates to providing additional reimbursement to school districts for expenses incurred as a result of an influx of migrant students entering the schools of the districts; directs the governor to submit chapter amendments to the Aid to Localities budget.
Relates to the classification of the drug xylazine as a schedule I controlled substance, and to the criminal sale and possession of xylazine or preparations, compounds, mixtures or substances containing xylazine.
Requires on-bill financing be an option for certain energy efficiency services; requires the disclosure of on-bill financing prior to the sale of real property.
Requires public hospitals to establish auto-immune disease treatment centers; authorizes the commissioner of health, with the assistance of the office of health equity, to make funds available to public hospitals for such purpose.
