Provides that a surrogate court clerk or chief clerk shall refuse to accept for filing papers filed in a proceeding only under certain circumstances or as designated in statute, administrative rule or order of the court; provides such reasons; requires the payment of any applicable statutory fees, or an order of the court waiving payment of such fees, before accepting a paper for filing; makes related provisions.
Prohibits municipalities from transferring primary investigating authority of vehicle collisions that result in serious injury or death from the police to a non-law enforcement agency.
Establishes a wildlife corridor action plan to identify and protect species that are at risk from habitat fragmentation or barriers to movement and reduce collisions between wildlife and vehicles; authorizes the designation and protection of wildlife corridors.
Requires a joint report by the state board of elections and state education department concerning the safety of students and staff at schools used as polling places for elections.
Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides exceptions to such requirement; provides that the fund may require every contractor become party to a project labor agreement.
Requires stretch limousines to be retired from use after ten years from manufacture or the accumulation of three hundred fifty thousand miles, whichever comes first.
Authorizes the board of education of any school district in the state to enter into a contract for the sale of advertising space on school athletic fields owned or leased by the school district; prohibits advertisements for tobacco or alcohol products or for political advocacy; requires prior approval of all advertisements by the local board of education; provides that revenue be retained by the school district making such contract; provides provisions do not apply to cities with a population of one million or more.
Relates to taxes on foreign fire insurance premiums; permits local governments to update outdated laws related to the disbursement of foreign fire insurance.
Establishes a rental assistance loan-to-grant program to assist landlords of small rental properties who have lost rental income due to the inability of the landlords' tenants to pay rent during the COVID-19 state disaster emergency; provides for the repeal of such provisions upon the expiration thereof.
