Directs the commissioner of labor to establish an online database identifying regional skills and employment gaps and the skills and training needed to fill open and anticipated jobs.
Relates to the convening of a human services employee wage board; requires the commissioner of labor to convene a human services employee wage board comprised of twelve members; requires the wage board to hold hearings and report and make recommendations to the governor and legislature no later than December 31, 2023.
Requires the state board of elections to develop a program to be administered by all boards of elections to notify voters of certain information where their area has been redistricted.
Requires the state to provide state funds to community colleges for additional operating costs associated with an increase in the state minimum wage; requires the board of trustees of community colleges to report to the state comptroller on an annual basis the amount of such additional operating costs.
Requires the city of New York to establish the New York city school safety fund, which transfers fines collected from the city's photo speed violation monitoring program and fines from the overpassing of stopped school buses to the fund to be used for school initiatives relating to the safe travel of students.
Requires that in order to commence a summary proceeding for eviction in the city of Syracuse pursuant to article 7 of the real property actions and proceedings law, the party must plead and prove compliance with any local law requiring the registration or licensure of residential rental dwellings.
Prohibits issuance of certain search warrants relating to out-of-state investigations of abortion services provided in NYS; prohibits corporations domiciled in NYS from complying with certain out-of-state search warrants regarding abortion services provided in NYS; makes related provisions prohibiting cooperation with certain investigations into abortion services provided in NYS.
Establishes a reproductive health services training and education grant program to ensure health care providers receive adequate training in abortion care.
Requires courts, prior to accepting a plea, to provide notice to the defendant that such plea and the acceptance thereof could result in deportation, removal from the United States, exclusion from the United States or denial of citizenship, if the defendant is not a citizen of the United States.
Provides that lands held by the Cayuga Indian Nation of New York shall not be considered a qualified reservation for purposes of certain tax law and real property tax law provisions.
Establishes the home improvement fraud prevention act relating to the responsibilities of home improvement contractors and requiring home improvement contractors to register with the secretary of state.
