Requires the regents exam to be waived for any student who scores a 3, 4 or 5 on the advanced placement examination in the subject of the regents exam.

Relates to civil actions for deprivation of constitutional rights; provides that a peace officer employed by a local government, who under color of law, subjects or causes to be subjected, including failing to intervene, any other person to the deprivation of any individual rights that create binding obligations on government actors secured by the bill of rights, article one of the state constitution, is liable to the injured party for legal or equitable relief or any other appropriate relief; provides that statutory immunities and statutory limitations on liability, damages or attorney fees shall not apply; governmental immunity shall not be a defense to liability; and qualified immunity shall not be a defense to liability.
Establishes the "Malcom X unsolved civil rights crime act"; requires the assistant attorney of the civil rights bureau to investigate violations of criminal civil rights statutes that occurred not later than December thirty-first, nineteen seventy-nine, and resulted in a death.
Establishes that consumer litigation funding transactions should be subject to state regulation and sets forth requirements regarding disclosure, licensing, funding company and attorney responsibilities and limitations, violations and other provisions.
Requires public bodies to post video recordings of open meetings on their websites within five days of such meetings; requires such recordings be maintained for a period of five years.
