Establishes a fetal and infant mortality review board to study fetal and infant mortality and morbidity and make recommendations on policies, best practices, and strategies to reduce fetal and infant mortality and morbidity within New York city.
Allows salary and civil service exam credits for police officers in certain cities and property tax credits for resident officers and a student loan forgiveness program for certain police officers.

Enacts the "pupil privacy act" which requires schools to notify the parents or legal guardians of every student when a student protected information survey will be administered and provide such parent or legal guardian the opportunity to opt their child out of taking such survey.
Creates tax parity by imposing a six percent tax on all combative sport event ticket sales; taxes gross receipts from broadcasting rights and digital streaming over the internet of combative sport events.
Provides that a green CHIPS project means that the project shall meet certain criteria, including but not limited to, it will create at least 250 new net jobs or make at least 3 billion dollars in qualified investment; makes related provisions.
Relates to the election of retirement benefits for certain members of the New York state and local employees' retirement system who are employed by the office of mental health.
