Extends the authority of the department of environmental conservation to restrict the taking of fish, shellfish and crustacea in special management areas.
Requires certain meetings between the governor, the temporary president of the senate and the speaker of the assembly relating to the state budget to be open to the general public; to provide an opportunity for the public to attend, listen to, and observe such meetings; and to broadcast and maintain records of such meetings on each party's website.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental sustainability, racial equity, valued workforce, animal welfare, and nutrition.
Requires a school bus attendant or school bus monitor on all school buses transporting students in kindergarten through sixth grade to or from school or to or from any school related activity.
Relates to changing the time for calculating amounts for awards of grants to support preservation and/or conservation of library research materials from being calculated for each state fiscal year, to each academic year.
Provides grants to nonprofit organizations that provide eligible home reading programs that provide independent reading level books that are individually mailed to the residences of kindergarten through fifth grade students on a weekly basis.
Prohibits unlawful hiring discrimination by employers and employment agencies based upon an individual's unemployment status including decisions with regard to hiring, compensation or the terms thereof, or conditions or privileges of employment.
Provides that when a flood event not covered under a policy or specifically excluded is a contributing factor in or occurs simultaneously as a covered event or peril, the insurer shall not deny or exclude coverage for the loss or damage caused by the covered event or peril.
Expands the residential health care for children with medical fragility in transition to young adults and young adults with medical fragility demonstration program.
Requires Medicaid managed care, and Child Health Plus plans to adopt the procedural protections of the Preferred Drug Program, including "prescriber prevails", for all drugs.
