Requires bi-monthly reporting on deceased voters and certain persons subject to forfeiture of the right to vote in order to accurately maintain the statewide voter registration list.

Adds domestic partner, grandparents, aunts, uncles, cousins, nieces and nephews of the deceased individual or the lawful representative of such persons to receive death certificates.

Prohibits foreign banking corporations from issuing payday loans; defines payday loans as any transaction in which a short-term cash advance is made to a consumer in exchange for: a consumer's personal check or share draft, in the amount of an advance plus a fee, where presentment or negotiation of such check or share draft is deferred by agreement of the parties until a designated future date; or a consumer's authorization to debit the consumer's transaction account, in the amount of the advance plus a fee, where such account will be debited on or after a designated future date.
Directs the commissioner of taxation and finance to grant an automatic extension until May 15, 2023 for counties affected by a severe winter storm in December 2022; authorizes such extension for individuals and households who reside or have a business in the counties of Erie, Genesee, Niagara, St. Lawrence, and Suffolk counties.
Provides that no person 62 years of age or older shall be denied occupancy in multiple dwellings, nor shall such tenant be evicted from a multiple dwelling on the sole ground that he or she owns or keeps a common household pet or pets, the harboring of which is not prohibited by the multiple dwelling law or other applicable law, unless the pet causes damage to the subject premises, creates a nuisance or interferes substantially with the health, safety or welfare of other tenants or occupants of the same or adjacent building or structure.
Exempts a civil claim or cause of action revived pursuant to section two hundred fourteen-j of the civil practice law and rules from certain filing and notice requirements.
Establishes the pandemic response study commission act to conduct a study of the state's response to COVID-19 and to make recommendations on improvements to the state's public health system; provides for the repeal of such commission upon the completion of the commission's final report.

Authorizes the town of Warwick in Orange county to impose a five percent hotel and motel tax; provides for the repeal of such provisions upon expiration thereof.
