Requires the commissioner of education to establish standards, rules or regulations requiring that all chaperones or volunteers of school trips which involve taking students out of the state or out of the country be trained in first aid and to recognize certain medical emergencies.
Establishes a campsite reservation preference for New York state residents to permit state residents an opportunity to reserve space in state parks before such reservations are accepted from non-state residents.
Requires cities with a population of one million or more to collect discarded recyclable materials at city parks, playgrounds, historic sites and other recreational facilities; requires the posting of signs on facilities without trash receptacles stating that trash must be retained until you reach a trash can; provides state assistance for such programs.
Prohibits the discrimination of persons based on their religious attire in recreational water parks, including, but not limited to, beaches, lakes, pools and other water facilities operated on land or water for recreational use.
Prohibits the use of unmarked police vehicles, concealed identity police vehicles, including police vehicles which use ghost graphics, and undercover police officers for routine traffic enforcement.
Authorizes the state board of elections to reject the use of voting machines or systems on the grounds that such machines or systems are not proper, safe, or secure.
Directs the commissioner of motor vehicles adopt rules and regulations for the registration of, and issuance of special license plates and stickers for, electric motor vehicles; establishes a period of free parking for electric motor vehicles in a city with a population of one million or more persons; provides for decreased bridge and tunnel tolls for electronic motor vehicles utilizing certain bridges and tunnels in a city with a population of one million or more persons; establishes a period of free parking for electric motor vehicles at certain facilities and provides for decreased bridge and tunnel tolls for electronic motor vehicles utilizing certain bridges and tunnels operated by the Port Authority of New York and New Jersey; directs certain entities to coordinate regarding the provision of certain information.
Includes policies and procedures for responding to students having mental health crises in a manner that does not include contacting law enforcement unless implied or direct threats of violence or other criminal activity is involved in school safety plans.
Directs a study on the feasibility of adjusting the compulsory attendance age of minors attending full time instruction; requires report and recommendations on or before July 1, 2025.
Relates to the liability of payroll processing companies; provides that payroll processing companies that intentionally and wrongfully prevent the distribution of payroll shall be liable to employees that failed to receive an expected payment for an amount up to three times the expected amount; provides an action to recover damages may be maintained as a class action.
Creates a state-wide literacy education advocacy program modelled after the Newburgh Armory Unity Center Literacy Education Advocacy Partnership to study the viability of the Newburgh Armory Unity Center Literacy Education Advocacy Partnership.
